The Secretary-General of the Standing Committee of the National People's Congress (NPC) is a political office in the People's Republic of China. The Secretary-General along with the Chairperson and Vice Chairpersons constitute the Council of Chairpersons of the Standing Committee. The Secretary-General oversees the administrative operations of the General Office of the Standing Committee. The Standing Committee elects the Secretary-General from within its ranks. Chairman Of The Standing Committee Of The National People's Congress
The chairman of the Standing Committee of the National People's Congress is the presiding officer of the Standing Committee of the National People's Congress (NPCSC), which is the permanent body of the National People's Congress, highest organ of state power and top legislative body in the People's Republic of China (PRC). The chairman presides over the work of the NPCSC and convenes and presides over its meetings. The chairman is assisted by the vice chairpersons and secretary-general of the NPCSC. A vice chairperson may be delegated to exercise some of the chairman's powers by the chairman. In the case that the chairman becomes incapacitated, NPCSC temporarily elects one of the vice chairpersons until the chairman is able to resume their work or a new chairman is elected by the NPC. Peng Chong (; March 1915 – October 18, 2010 ), born Xu Tieru (), was a member of the Chinese Communist Party (CCP) Central Committee (1969–87) and its politburo (1977–82); and Secretary General of the National People’s Congress between 1988 and 1992. The Chinese People's Political Consultative Conference (CPPCC, zh, 中国人民政治协商会议), also known as the People's PCC (, ) or simply the PCC (), is a political advisory body in the People's Republic of China and a central part of the Chinese Communist Party (CCP)'s United Front system. Its members advise and put proposals for political and social issues to government bodies. However, the CPPCC is a body without real legislative power. While consultation does take place, it is supervised and directed by the CCP. The body traditionally consists of delegates from the CCP and its front organizations, eight legally-permitted political parties subservient to the CCP, as well as nominally independent members. Cao Zhi (; May 1928 – 1 July 2020) was a Chinese politician. Cao was born in Anqiu, Shandong. He joined the Chinese Communist Party (CCP) in July 1947. Since then, Cao had served as the Director of Research Office of Organization Department of CCP Central Committee (1978–83), the Deputy Head of Organization Department of CCP Central Committee (1983–87), and the Deputy Director of Research Office of Secretariat of CCP Central Committee (1987–88).
