Sabail Raion
Sabail raion ( az, Səbail rayonu) is a raion of Baku, located on the Caspian shore. It contains the Old town of Baku and the Baku Boulevard as well as the settlements Badamdar and Bibiheybət, the administrative territorial divisions no. 1 and no. 2, the municipalities of Badamdar, Bibiheybət and Sabail, and is bordered by the raions of Nasimi, Yasamal and Garadagh. Area: 29 km2. Population: 100,500 (2016). Originally named Bayil Bibi-Heybat, the raion assumed the name of Joseph Stalin in 1931 and in 1960 was renamed after 26 Baku Commissars. On April 29, 1992 the raion gained the name of Sabail, the historical architectural ensemble about 350 m south-west to the Baku Bay. Current head of the raion's executive power is Eldar Azizov (since 2015). The governing body includes the juridical, socio-economic and other departments. Bayil
Bayil ( az, Bayıl; also known as Bailov and Bailovo) is a settlement in Baku, Azerbaijan. Geography In March 2000, a major landslide in the Bayil slope destroyed dozens of shops, apartments and gas stations. The slope in later years also experienced few minor landslides which led Baku City Administration to examine the area and make a final decision on razing houses in this territory. Neighborhoods are largely composed of block after block of picturesque rowhouses and a few mansions. The International Mugham Center of Azerbaijan is a center of Azerbaijani arts and music aiming to promote, preserve and popularize the mugham genre of Azerbaijani music. The Alley of Honor ( az, Fəxri Xiyaban, Honorary ''Allée'') is a public cemetery and memorial in Baku, Azerbaijan. The Alley includes burials of famed Azerbaijanis and Azerbaijan-affiliated expatriates, including several Presidents, scientists and artists. There are 242 burials in total. Martyrs' Lane or Alley of Martyrs ( az, Şəhidlər Xiyabanı), formerly known as the Kirov Park, is a cemetery and memorial in Baku, Azerbaijan dedicated to those killed by the Soviet Army during Black January 1990 and in the First Nagorno-Karabakh War of 1988–1994. History In the closing days of World War I, fighting broke out in Baku as a result of the Russian Civil War, with four groups fighting for control of the area when the Russian Empire collapsed. Fighting each other were the Bolsheviks, Mensheviks, Armenians and Azeris.
