The Chief Election Commissioner of India heads the Election Commission of India, a body constitutionally empowered to conduct free and fair elections to the national and state legislatures and of President and Vice-President. This power of the Election Commission of India is derived from the Article 324 of the Constitution of India. Chief Election Commissioner of India is usually a member of the Indian Civil Service and mostly from the Indian Administrative Service. It is very difficult to remove the authority of the Chief Election Commissioner once appointed by the president, as two-thirds of the Lok Sabha and the Rajya Sabha need to present and vote against him for disorderly conduct or improper actions. Kalyan Vaidyanathan Kuttur Sundaram (11 May 1904 – 23 September 1992), also referred as K. V. K. Sundaram, was an Indian civil servant, who holds the record as the first Law Secretary (1948–58) of independent India and second Chief Election Commissioner of India (20 December 1958 – 30 September 1967). He also chaired the Fifth Law Commission of India for the period 1968–71. He was the principal author of the White Paper which was used to guide the formation of India into states drawn along linguistic lines after its independence. Maharaj Sri Nagendra Singh (18 March 1914 – 11 December 1988) was an Indian lawyer and administrator who served as President of the International Court of Justice from 1985 to 1988.
