Río Negro Department
Río Negro Department ( es, Departamento de Río Negro, ) is a department of the northwestern region of Uruguay. It has an area of and a population of 54,765. Its capital is Fray Bentos. It borders Paysandú Department to the north, Tacuarembó Department to the east, Durazno Department to the southeast, Soriano Department to the south and has the Río Uruguay flowing at its west, separating it from Argentina. History The first division of the Republic in six departments happened on 27 January 1816. Later in that year two more departments were formed. At the time, Paysandú Department included all the territory north of the Río Negro, which included the current departments of Artigas, Rivera, Tacuarembó, Salto, Paysandú and Río Negro. On 17 June 1837 a new division of Uruguay was made and this territory was divided in three parts. Uruguay consists of 19 departments (''departamentos''). Each department has a legislature called a Departmental Board. The ''Intendente'' is the department's chief executive. History The first division of the Republic into six departments occurred on 27 January 1816. In February of the same year, two more departments were formed, and in 1828 one more was added. When the First Constitution was signed in 1830, there were nine departments. These were the departments of Montevideo, Maldonado, Canelones, San José, Colonia, Soriano, Paysandú, Durazno and Cerro Largo. San Javier, Uruguay
San Javier (''Сан-Хавьер'') is a town situated on the east bank of the river Río Uruguay in the Río Negro Department of Uruguay. It was founded in 1913 by a Russian group of settlers, members of the New Israel religious sect, who migrated under the influence of the then spiritual leader Vasily Lubkov, from the Voronezh region of Russia. Location It is located west of Route 24, north of the department capital Fray Bentos, west of Young and south of Paysandú, the capital of Paysandú Department. Nuevo Berlín
Nuevo Berlín (New Berlin) is a town in the Río Negro Department of western Uruguay. Geography It is located on the east bank of Uruguay River northwest of the junction of Route 24 with Route 20. South of the town flows the stream Arroyo de la Yeguada and to its west, in the Uruguay River, is the island Isla del Burro. Its distance from the capital of the department Fray Bentos is via Route 42 and Route 2. History In the 19th century, some German settlements were created next to the river, mostly composed of farmers. The brothers Richard and Karl Wendelstandt migrated from Germany around 1850 and bought the farm "El Curupí" in the Department of Soriano. Some years later, they bought properties in Paysandú which they renamed as Nueva Melhem (New Melhem). This new farm, with some 27,000 hectares was surrounded by 32 "positions", 31 of which were occupied by other German families. Young is a city in the centre of the Río Negro Department of Uruguay. Location It is located on Route 3, about northwest of Trinidad, the capital of Flores Department. History On 17 August 1920, the group of houses known as "Estación de Young" was declared a "Pueblo" (village) by the Act of Ley Nº 7.256. Indigenous People

Afro-Uruguayans
Afro-Uruguayans are Uruguayans of predominantly African descent. The majority of Afro-Uruguayans are in Montevideo. History For most of the colonial period, the port of Buenos Aires (see Afro-Argentines) served as the exclusive entry point for enslaved Africans in the Río de la Plata region. Slaves entering the port of Buenos Aires were then regularly shipped inland to Córdoba and the northwestern provinces of Salta and Tucumán in Argentina, across the Andes Mountains to Chile (see Afro-Chileans) and to the mines of Potosí in Alto Perú (see Afro-Bolivians). The term “Afro-Uruguayans” is problematic in itself, the phrase diminishes relations of these individuals in black communities and is much too specific because of mixed cultures.
