Russell Evans Smith
Russell Evans Smith (November 16, 1908 – March 29, 1990) was a United States federal judge, United States district judge of the United States District Court for the District of Montana. Education and career Born in Butte, Montana, Butte, Montana, Smith received a Bachelor of Laws from the Alexander Blewett III School of Law at the University of Montana in 1931. He was a marshal and law clerk to the Montana Supreme Court from 1931 to 1933. He was in private practice in Cut Bank, Montana, Cut Bank, Montana, from 1933 to 1935, and in Missoula, Montana, Missoula, Montana, from 1935 to 1942. He was an instructor at the Alexander Blewett III School of Law from 1937 to 1942, and was then chief attorney of Montana's Office of Price Administration from 1942 to 1943. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. The Office of Price Administration (OPA) was established within the Office for Emergency Management of the United States government by Executive Order 8875 on August 28, 1941. The functions of the OPA were originally to control money (price controls) and rents after the outbreak of World War II. History President Franklin D. Roosevelt inaugurated the Council of National Defense Advisory Commission on May 29, 1940, to include Price Stabilization and Consumer Protection Divisions.
