Rufus A. Doughton
Rufus A. Doughton (January 10, 1857 – August 17, 1946) was an American politician who served as a member of the North Carolina General Assembly from Alleghany County, North Carolina, and as Speaker of the North Carolina House of Representatives, speaker of the state House of Representatives for one term (1891). Early life and education Doughton was one of twelve children of J.H. and Rebecca Doughton of Laurel Springs, North Carolina. All twelve went to college. Rufus attended the University of North Carolina at Chapel Hill. Career A United States Democratic Party, Democrat, he was elected and served as the seventh Lieutenant Governor of North Carolina, lieutenant governor of North Carolina from 1893 to 1897 under Governor Elias Carr. The North Carolina Department of Revenue was created in 1921 by the North Carolina General Assembly. The department is headed by a Secretary that is appointed by the Governor. The secretary is a member of the North Carolina Cabinet. Currently, the department is responsible for administering the collection of the North Carolina state income tax, gasoline tax, sales tax, beverage tax, and inheritance tax. History When the North Carolina Constitution was rewritten after the American Civil War in 1868, the North Carolina State Tax Commission was authorized to tax trades, professions, franchises, and incomes. In 1903, the State Tax Commission recommended transferring property tax assessments to local authorities vice the state and income, license, franchise, and inheritance taxes would remain with the state.
