Rotenberg Law
The Rotenberg Law ( rus, Закон Ротенберга) - the draft of Federal law of Russian Federatio#607554-6 On amendments to the Federal law "On compensation for violation of the right to trial within a reasonable time or the right to execution of a judicial act within a reasonable time" (clarification of certain provisions of the Federal law in regard to obtaining compensation for the violation of the right to execution of a judicial act within a reasonable time). The law is informally named after a Russian businessman Arkady Rotenberg, after Italy had frozen nearly $40 million in assets held. The bill proposed seizing the Russia-based assets of foreign countries that have sanctioned Russian citizens. It was declined in 2017. Arkady Romanovich Rotenberg (russian: Аркадий Романович Ротенберг; born 15 December 1951) is a Russian billionaire businessman and oligarch. With his brother Boris Rotenberg, he was co-owner of the Stroygazmontazh (S.G.M. group), the largest construction company for gas pipelines and electrical power supply lines in Russia. In 2021 ''Forbes'' estimated Rotenberg's wealth at $1.9 billion. He is a close confidant, business partner, and childhood friend of president Vladimir Putin. Rotenberg became a billionaire through lucrative state-sponsored construction projects and oil pipelines. The Pandora Papers leak implicated Rotenberg in facilitating and maintaining elaborate networks of offshore wealth for Russian political and economic elites.
