Romeo Dallaire Child Soldiers Initiative
The Dallaire Institute for Children, Peace, and Security (previously the Roméo Dallaire Child Soldiers Initiative) is an institute at Dalhousie University that works to end the recruitment and use of child soldiers. The initiative was founded by Roméo Dallaire and Jacqueline O'Neill in 2007, and is situated in Halifax, Nova Scotia with offices in Kigali, Rwanda and Juba, South Sudan. Activities The Dallaire Institute conducts research, and partners with governments to deliver military and police training on the prevention of children from being recruited and used in conflict. They also conduct training on how to disarm child soldiers. In 2016, fifteen veterans of the Canadian Armed Forces were chosen to train workers in war zones in how to safely defuse confrontations with child soldiers. Roméo Dallaire
Roméo Antonius Dallaire (born June 25, 1946) is a Canadian humanitarian, author, retired senator and Canadian Forces lieutenant-general. Dallaire served as force commander of UNAMIR, the ill-fated United Nations peacekeeping force for Rwanda between 1993 and 1994, and attempted to stop the genocide that was being waged by Hutu extremists against the Tutsi people and Hutu moderates. Dallaire founded The Roméo Dallaire Child Soldiers Initiative to help prevent the recruitment and use of child soldiers. He is a senior fellow at the Montreal Institute for Genocide and Human Rights Studies (MIGS) and co-director of the Will to Intervene Project which published a policy recommendation report, "Mobilizing the Will to Intervene: Leadership and Action to Prevent Mass Atrocities". Child Soldiers International, formerly the Coalition to Stop the Use of Child Soldiers, was a UK-based non-governmental organization that worked to prevent the recruitment, use and exploitation of children by armed forces and groups. As of 7 June 2019, it is no longer operational. Jacqueline O'Neill
Jacqueline O'Neill is a Canadian diplomat from St. Albert, Alberta. She is Canada's first Ambassador for Women, Peace and Security, and a co-founder of the Roméo Dallaire Child Soldiers Initiative. Early life and education O'Neill is from St. Albert, Alberta. Her mother, Mary O'Neill, was a member of the Legislative Assembly of Alberta and her father, Jack O'Neill, was a deputy minister in Alberta. She attended St. Albert Catholic High School.
