Robert Wigmore
Robert George Wigmore (8 September 1949 – 13 April 2012) was leader of the Cook Islands Democratic Party from 2010 - 2012, and Deputy Prime Minister of the Cook Islands from 2009 - 2010. He served as a Minister in the Cabinets of Robert Woonton and Jim Marurai. Early life Wigmore was born on Rarotonga. He was educated in Titikaveka, and worked as a farmer, running Wigmore Farms and the Wigmore Superstore, the largest supplier of supplier of fresh fruit and vegetables in the Cook Islands. He served as president of the Cook Islands Chamber of Commerce, and in 1985 he was elected President of the Cook Islands Producers Federation. Political career Wigmore was first elected to Parliament as a Democratic Party candidate for the seat of Titikaveka at the 1999 election. He served as an under-secretary to Prime Minister Robert Woonton before being appointed to Cabinet as Minister of Agriculture in November 2002. Jim Marurai
Jim Marurai (9 July 1947 – November 2020) was a Cook Islands politician who served as Prime Minister of the Cook Islands. He was a member of the Democratic Party. Personal life Marurai was born in Ivirua, Mangaia. He attended Ivirua and Oneroa Primary school and then Tereora College on Rarotonga and Napier Boys' High School in New Zealand. He later studied to be a teacher at the University of Otago in Dunedin, New Zealand. Marurai's wife, Tuaine Marurai, died on 14 September 2005 in Auckland, New Zealand at the age of 56 after suffering from cancer. She was buried on her home island of Mangaia. In March 2020 Marurai went missing from his home but was found after two days. He died in the first week of November 2020 in his home in Ivirua. 2010 Cook Islands General Election
General elections were held in the Cook Islands on 17 November 2010 in order to elect 24 MPs to the Cook Islands Parliament. The elections were won by the Cook Islands Party, which won 16 of the 24 seats. Voter turnout was 78%. A binding referendum on whether the number of MPs should be reduced from 24 was held at the same time as the election. Parliament will sit for the first time following the election in February 2011. Background The Democratic Party government of Prime Minister Jim Marurai, which had governed since 2004, effectively collapsed in December 2009 after Finance Minister Terepai Maoate was sacked for his mishandling of a bid to buy the Toa fuel tank farm. This resulted in a mass-resignation of Democratic Party cabinet members, the expulsion of Marurai and his supporters, and the withdrawal of support for the government. 2007 Titikaveka By-election
The Titikaveka by-election was a by-election in the Cook Islands seat of Titikaveka. It took place on 7 February 2007. At the 2006 election, Robert Wigmore won the seat of Titikaveka by a significant margin. However, his election was subsequently challenged in an electoral petition on the grounds that as a board member of the Cook Islands Investment Corporation Wigmore was technically a public servant and thus ineligible to sit. The petition was successful and a by-election was called. 2006 Cook Islands General Election
General elections were held in the Cook Islands on 27 September 2006 in order to elect 24 MPs to the Cook Islands Parliament. The Democratic Party remained in power, winning 15 of 24 seats. A total of 8,497 voters turned out to vote. The election was called two years early after the ruling Democratic party lost its majority in Parliament. In July 2006, Environment Minister Teina Bishop resigned from Cabinet and joined the opposition Cook Islands Party. Shortly afterwards, the Cook Islands Party won a by-election in Matevera, eliminating the government's majority. The government pre-empted a formal vote of no-confidence by dissolving Parliament and calling an election. Cook Islands Court Of Appeal
The Court of Appeal of the Cook Islands is the superior court of record for the Cook Islands. It hears appeals from the High Court of the Cook Islands and was established by Article 56 of the Constitution of the Cook Islands. Composition and location The judiciary is headed by the President of the Court of Appeal or, in the President's absence, the Chief Justice of the High Court or the judge with the highest seniority. The judges have seniority based on their date of first appointment to a court in the Cook Islands or elsewhere. Decisions can be made by a panel of any three judges and require a majority vote of the panel. A judge cannot hear an appeal for a decision which they made or by a court on which they sit. 2004 Cook Islands General Election
General elections were held in the Cook Islands on 7 September 2004. Initial results showed the Democratic Party winning by a wide margin, but close results led to 11 electoral petitions being filed, delaying the date Parliament could sit until mid-December. In the interim, Prime Minister Robert Woonton announced that he was forming a coalition government with the rival Cook Islands Party. This led to a split within the Democrats, with Woonton and four other MPs leaving to form the Demo Tumu Party. With 14 MPs, the coalition had a comfortable majority in Parliament. The results of the electoral petitions saw the seat of Titikaveka change hands while Woonton's seat was a dead tie.
