Robert Talbott Miller
Robert Talbott Miller III (April 5, 1910 – January 1999) was an American citizen who worked in the United States Office of the Coordinator of Inter-American Affairs during World War II. He was alleged to be part of the Soviet espionage group known as the " Golos ring" in the 1940s. Biography Miller was born April 5, 1910, in Pittsburgh, Pennsylvania, and lived in Baltimore, Maryland. In August 1934, he moved to Moscow and worked as a correspondent for the '' Chattanooga News'' until 1937. In Moscow, Miller met and married his wife, Jenny Levy, an American. In 1937, Miller became press agent for the Spanish Republican government. In 1939, the Millers moved to New York City, and Miller became President of the Hemisphere News Service and editor of its weekly publication, ''Hemisphere''. The Office of the Coordinator of Inter-American Affairs, later known as the Office for Inter-American Affairs, was a United States agency promoting inter-American cooperation (Pan-Americanism) during the 1940s, especially in commercial and economic areas. It was started in August 1940 as OCCCRBAR (Office for Coordination of Commercial and Cultural Relations between the American Republics) with Nelson Rockefeller as its head, appointed by President Franklin Delano Roosevelt. The Office of Coordinator of Inter-American Affairs in the Executive Office of the President was formally established and enacted by US Executive Order 8840 on July 30, 1941 by President Roosevelt who named Nelson Rockefeller as the Coordinator of Inter-American Affairs (CIAA). Charles Flato
Charles S. Flato (also Charles Floto) (May 27, 1908 – January 1, 1984) was an American writer, American Communist Party member and a Soviet agent. Flato was employed by the United States government and spied for the Soviet intelligence during World War II. Flato suffered from polio as a child which left him with a hunchback and caused him to walk with a cane. He married Lucy Burman, also a Communist Party member. From 1937 to 1941, Flato worked as an investigator and report writer for the Civil Liberties Subcommittee of the Senate Committee on Education and Labor chaired by Senator Robert M. La Follette, Jr., and the Foreign Economic Administration. He also served under Nelson Rockefeller in the Blockade and Supply Branch of the Latin American division of the Board of Economic Warfare during World War II. Maurice Hyman Halperin (1906–1995) was an American writer, professor, diplomat, and accused Soviet spy (NKVD code name "Hare"). Biography Maurice Hyman Halperin was born on March 3, 1906, in Boston, Massachusetts. In 1927, he received an A.B. from Harvard College, in 1939 an MA from the University of Oklahoma, and in 1931 a doctorate from the Sorbonne. Nathan Gregory Silvermaster (November 27, 1898 – October 7, 1964), an economist with the United States War Production Board (WPB) during World War II, was the head of a large ring of Communist spies in the U.S. government. It is from him that the FBI Silvermaster File, documenting the Bureau's investigation into Communist penetration of the Federal government during the 1930s and 1940s, takes its name. His wife, Helen and stepson, Anatole Volkov, were members of his ring.
