Robert Smullen
Robert J. Smullen (born July 29, 1968) is an American politician from the state of New York. A Republican, Smullen has represented the 118th district of the New York State Assembly, covering parts of the North Country and Mohawk Valley, since 2019. Career Smullen served 24 years with the United States Marine Corps, retiring in 2015 at the rank of colonel. He was a White House Fellow in the Office of the Secretary of Energy in 2003 and 2004, and more recently worked as the executive director of the Hudson River–Black River Regulating District. Electoral history In April 2018, after longtime Republican Assemblyman Marc W. Butler announced his retirement, Smullen launched his campaign for the 118th Assembly district. Smullen defeated businessman Patrick Vincent in the Republican primary, and bested Democrat Keith Rubino in the November general election with 63% of the vote. The colonel () in the United States Army, Marine Corps, Air Force and Space Force, is the most senior field-grade military officer rank, immediately above the rank of lieutenant colonel and just below the rank of brigadier general. Colonel is equivalent to the naval rank of captain in the other uniformed services. By law, an officer previously required at least 22 years of cumulative service and a minimum of three years as a lieutenant colonel before being promoted to colonel. With the signing of the National Defense Authorization Act of 2019 (NDAA 2019), military services now have the authorization to directly commission new officers up to the rank of colonel. Johnstown is a town located in Fulton County, New York, United States. As of the 2010 census, the town had a population of 7,098. The name of the town is from landowner William Johnson. The town of Johnstown is located on the southern border of the county. It borders on three sides the city of Johnstown and the city of Gloversville. History Johnstown was founded by William Johnson, a British military officer and colonial government official, in a region once known as "Kingsborough". Johnson named the settlement after his son, John Johnson, and by 1762 constructed a baronial hall. In 1781, during the American Revolution, colonial forces, consisting of militia and Oneida allies, were victorious over a mixed force of Loyalists and Native allies. Niskayuna is a town in Schenectady County, New York, United States. The population was 23,278 at the 2020 census. Hudson River–Black River Regulating District
The Hudson River–Black River Regulating District (HRBRRD) is a New York state public-benefit corporation that traces its formation to the creation of the Black River Regulating District in 1919, and the Hudson River Regulating District in 1922 in response to the severe historical flooding of the cities of Albany, Green Island, Rensselaer, Troy, and Watervliet by the Sacandaga River and Hudson River and its tributaries. The HRBRRD, formed in 1959 by combining the two entities, collects excess runoff to reduce flooding impacts in the Hudson River and Black River basins, and releases this captured water gradually during periods of low river flow to maintain water quality in each river basin. This system was designed to reduce damage from spring storms and snowmelt, including disease and destruction of life and property, and to improve river navigation and public sanitation.
