Robert E. Foster
Robert Elisha Foster (November 26, 1851 – April 30, 1931) was a Democratic member of the Mississippi House of Representatives, representing Issaquena County, from 1912 to his death. Biography Robert Elisha Foster was born on November 26, 1851, in Linden, Copiah County, Mississippi. He was the son of Milton Hunter Foster ( – 1905), and his wife Hannah Elizabeth (Greenlee) Foster. Political career From 1884 to 1910, Robert was a member and president of the Board of Supervisors of Issaquena County, Mississippi. He was first elected to the Mississippi House of Representatives, representing that county as a Democrat, on November 5, 1911. He was re-elected in 1915. He was also elected in 1919, 1923, and 1927, serving until his death. Issaquena County is a county located in the U.S. state of Mississippi. As of the 2010 Census, its population was 1,406, making it the least populous county in the United States east of the Mississippi River. Its county seat is Mayersville. With a per-capita income of $18,598, Issaquena County is, by that measure, the poorest county in the United States. Issaquena County is located in the Mississippi Delta region. The Mississippi River flows along the entire western boundary of the county, and many of the earliest communities were river ports. The county's economy is chiefly based on agriculture, though a number of hunting camps are also located here and contribute to the economy. With an eastern border formed by the Pearl River, Copiah County is part of the Jackson, MS Metropolitan Statistical Area. Brandon is a city in and the county seat of Rankin County, Mississippi, United States. It was incorporated on December 19, 1831. The population was 21,705 at the 2010 census. Brandon is part of the Jackson Metropolitan Statistical Area, and is located east of the state capital. History The city is named for Gerard Brandon, Governor of Mississippi during the early 1800s. A newspaper, ''The News'', was established in 1892. The Brandon Bank was established in 1900, and The Rankin County Bank was established in 1906. The Mississippi House of Representatives is the lower house of the Mississippi Legislature, the lawmaking body of the U.S. state of Mississippi. According to the state constitution of 1890, it is to comprise no more than 122 members elected for four-year terms. To qualify as a member of the House candidates must be at least 21 years old, a resident of Mississippi for at least four years, and a resident in the district for at least two years.
