Richard Ross Jr. is an American law enforcement officer who served as the Commissioner of the Philadelphia Police Department from January 2016 to August 2019 at 51 years of age. Commissioner Ross was born and raised in Philadelphia. The Philadelphia Police Department (PPD or Philly PD) is the law enforcement agency, police agency responsible for law enforcement and investigations within the City of Philadelphia, Pennsylvania.
