Revda (russian: Ревда) is an urban locality (an urban-type settlement) in Lovozersky District of Murmansk Oblast, Russia, located southeast of Murmansk. Alpha, also known as RSDN-20, is a Russian system for long range radio navigation. RSDN in Russian stands for (''radiotehnicheskaya Sistema Dal'ney Navigatsii''), which translates to English as "radio-technical long-distance navigation system". Alpha was used to determine positions of aircraft, ships, and submarines (in underwater positions). The system was developed in parallel with U.S. Omega navigational system, and also works in VLF-range. Alpha coverage is up to 10,000 km from the master station, with a position error of . The Norwegian Barents Secretariat aims at developing the Norwegian-Russian relations in the north by promoting and funding Norwegian-Russian cooperation projects. As of 2022, the organisation has 11 employees in Kirkenes; its offices are in Arxangelsk, Murmansk, and the Nenets Region, and Kirkenes. On behalf of the Norwegian Ministry of Foreign Affairs, the Secretariat grant funds to bilateral Norwegian-Russian cooperation projects.
