Resale Prices Act 1964
The Resale Prices Act 1964 c. 53 was a consolidation Act which when passed, now considered all resale price agreements to be against public interest unless proven otherwise. Minimum resale price maintenance (MRPM) had ensured that retailers could only sell a product at a price determined by the manufacturer. The abolition of MRPM allowed such retailers to expand; for Instance Comet Group transformed from a small electrical retail chain in Yorkshire to a national discount retailer. Consolidation Act
A consolidation bill is a bill introduced into the Parliament of the United Kingdom with the intention of consolidating several Acts of Parliament or Statutory Instruments into a single Act. Such bills simplify the statute book without significantly changing the state of the law, and are subject to an expedited Parliamentary procedure. The parliamentary practice of legislating only for small portions of a subject at a time can create undue complexity in statute law. Acts relating to a particular subject often end up scattered over many years, and through the operation of clauses partially repealing or amending former acts, the specific meaning of the law regarding the subject becomes enveloped in intricate or contradictory expressions. Resale Price Maintenance
Resale price maintenance (RPM) or, occasionally, retail price maintenance is the practice whereby a manufacturer and its distributors agree that the distributors will sell the manufacturer's product at certain prices (resale price maintenance), at or above a price floor (minimum resale price maintenance) or at or below a price ceiling (maximum resale price maintenance). If a reseller refuses to maintain prices, either openly or covertly (see grey market), the manufacturer may stop doing business with it. Resale price maintenance is illegal in many jurisdictions. Resale price maintenance prevents resellers from competing too fiercely on price, especially with regard to fungible goods. Otherwise, resellers worry it could drive down profits for themselves as well as for the manufacturer. Comet Electricals Limited, trading as Comet, is an online electrical retail chain based in the United Kingdom. The company sells consumer electronics and white goods, along with related products and services. Its predecessor, under the same brand name, pioneered the concept of the out-of-town discount warehouse in the United Kingdom. The original company was formed in 1933 by George Hollingbery as a business charging batteries for customers on a weekly basis. The business grew and diversified into radio rentals, and the first store opened in the 1950s. Comet expanded during the 1960s and 1970s, and became a publicly listed company in 1972. The Competition Act 1998 is the current major source of competition law in the United Kingdom, along with the Enterprise Act 2002. The act provides an updated framework for identifying and dealing with restrictive business practices and abuse of a dominant market position.
