Reproductive Health Act
The Reproductive Health Act is a New York statute enacted on January 22, 2019, that expanded abortion rights, decriminalized abortion, and eliminated several restrictions on abortion in the state. The RHA repealed §4164 of the state Public Health Law. The law has received national media attention. Overview Prior to the passage of the Reproductive Health Act (RHA), New York law banned third-trimester abortions, except when necessary to save the life of a pregnant woman. In addition, New York law recognized licensed physicians as the only medical providers able to perform abortions. Abortion was also included as part of the penal law under homicide, and could be charged as a criminal offense prior to the RHA. The Reproductive Health Act and similar bills were proposed in the New York State Legislature beginning in 2007, but such legislation was blocked by Senate Republicans for years. According to the Book of Judges, Deborah ( he, דְּבוֹרָה, ''Dəḇōrā'', "bee") was a prophetess of the God of the Israelites, the fourth Judge of pre-monarchic Israel and the only female judge mentioned in the Bible. Frederick W. Thiele Jr. (born August 8, 1953) is an American politician who serves in the New York State Assembly from the 1st district since 2013 and the 2nd district from 1992 to 2012, as a member of multiple political parties. Thiele was originally elected as a member of the Republican Party, but switched to the Independence Party of New York in 2009. Gary D. Finch (born March 13, 1944) is an American politician who served as a member of the New York State Assembly from 1999 to 2021. Early life and education Finch was born in Auburn, New York and attended Cayuga Community College. He received a degree from the Simmons School of Mortuary Science in 1966. Lifton (born November 26, 1950) is a former Democratic member of the New York State Assembly representing Assembly District 125, which includes Tompkins County in its entirety, as well as the City of Cortland and towns of Cortlandville and Virgil in Cortland County.
