The Council of the European Union, often referred to in the treaties and other official documents simply as the Council, and informally known as the Council of Ministers, is the third of the seven Institutions of the European Union (EU) as listed in the Treaty on European Union. It is one of two legislative bodies and together with the European Parliament serves to amend and approve or veto the proposals of the European Commission, which holds the right of initiative. The Council of the European Union and the European Council are the only EU institutions that are explicitly intergovernmental, that is, forums whose attendees express and represent the position of their Member State's executive, be they ambassadors, ministers or heads of state/government. The European Union (EU) is a supranational political and economic union of member states that are located primarily in Europe. The union has a total area of and an estimated total population of about 447million. Legislature Of The European Union
The European Union adopts legislation through a variety of legislative procedures. The procedure used for a given legislative proposal depends on the policy area in question. Most legislation needs to be proposed by the European Commission and approved by the Council of the European Union and European Parliament to become law. Over the years the power of the European Parliament within the legislative process has been greatly increased from being limited to giving its non-binding opinion or excluded from the legislative process altogether, to participating equally with the Council in the legislative process. Europa is the official web portal of the European Union (EU), providing information on how the EU works, related news, events, publications and links to websites of institutions, agencies and other bodies. ''.europa.eu'' is also used as a common second level domain for the websites of the EU's bodies, for instance ''iss.europa.eu'' is the address of the Institute for Security Studies. Europa was first published in February 1995 at the G7 ministerial meeting on information society in Brussels. High Representative
The High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) is the chief co-ordinator and representative of the Common Foreign and Security Policy (CFSP) within the European Union (EU). The position is currently held by Josep Borrell Fontelles. The Treaty of Amsterdam had established the position of High Representative for Common Foreign and Security Policy. The position was aggrandised by the Lisbon Treaty, which established its current title and powers, including a seat on the European Commission, and a chair of the council of EU foreign ministers. The first person to hold the full title of High Representative of the Union for Foreign Affairs and Security Policy, following the Lisbon Treaty, was Catherine Ashton. Foreign Affairs Council
The Foreign Affairs Council (FAC) is a configuration of the Council of the European Union that convenes once a month. Meetings bring together the foreign ministers of the member states. Ministers responsible for European affairs, defence, development or trade also participate depending on the items on agenda. The configuration is unique in that is chaired by the High Representative of the Union for Foreign Affairs and Security Policy (HR/VP) rather than the member state holding the presidency of the Council of the European Union; there is one exception, when the FAC meets in the configuration of ministers responsible for trade (FAC/Trade), with the presiding member state's minister chairing the meeting.
