Ralph R. Eltse
Ralph William Roscoe Eltse (September 13, 1885 – March 18, 1971) was an American lawyer and politician who served one term as a U.S. Representative from California from 1933 to 1935. Biography Eltse was born in Oskaloosa, Iowa. He attended the public schools and graduated from Penn College (now William Penn University) in Oskaloosa in 1909 and from Haverford (Pennsylvania) College in 1910. He moved to Berkeley, California in 1912. He attended the law department of the University of California at Berkeley. He was admitted to the bar in 1915 and commenced practice in Berkeley. He served as a member of the Republican State committee 1932–1935, and was a delegate to the Republican State conventions in 1932, 1934, and 1940. The 73rd United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1933, to January 3, 1935, during the first two years of Franklin D. Roosevelt's presidency. Because of the newly ratified 20th Amendment, the duration of this Congress, along with the term of office of those elected to it, was shortened by days. The apportionment of seats in the House of Representatives was based on the Fifteenth Census of the United States in 1930. The Democrats greatly increased their majority in the House, and won control of the Senate for the first time since the 65th Congress in 1917. With Franklin D. Admission to the bar in the United States is the granting of permission by a particular court system to a lawyer to practice law in the jurisdiction and before those courts. Each U.S. state and similar jurisdiction (e.g. territories under federal control) has its own court system and sets its own rules for bar admission, which can lead to different admission standards among states. California's 7th Congressional District
California's 7th congressional district is a United States congressional district in California. Ami Bera, a Democrat, has represented the district since January 2013. Currently, it encompasses southern Sacramento County, part of Yolo County, and a tiny portion of Solano County. It includes all of Sacramento south of the American River, including Downtown Sacramento, the suburban cities of West Sacramento and Elk Grove, and the rural city of Galt. It is a heavily Democratic district. Prior to redistricting in 2021, it was entirely in Sacramento County and included the eastern and southern suburbs of Sacramento. Competitiveness The old 7th had been a solidly Democratic district, like most districts in the Bay Area. However, the new 7th is one of the more competitive districts in California.
