Rafael Borras was appointed by the President and confirmed by the Senate to serve as the Under Secretary for Management at the Department of Homeland Security (DHS). He joined the Department in April 2010. Biography Rafael earned his degree in political science and public administration from Florida International University. Career Borras has more than 30 years of management experience, including over 20 years in federal government and city government, and 10 years in the private sector. Prior to his appointment with DHS, Borras served as a Vice President with URS Corporation, a global engineering services firm. Rand Beers (born November 30, 1942) is an American government official. He served as Deputy Homeland Security Advisor to the President of the United States during the Barack Obama administration. He also served as acting Secretary of Homeland Security following the resignation of Secretary Janet Napolitano on September 6, 2013 until Jeh Johnson assumed that office on December 23, 2013. Alejandro Nicholas Mayorkas (born November 24, 1959) is a Cuban-American government official and attorney who has been serving as the seventh United States Secretary of Homeland Security since February 2, 2021.
