	Railway Labor Act The Railway Labor Act is a United States federal law on US labor law that governs labor relations in the railroad and airline industries. The Act, enacted in 1926 and amended in 1934 and 1936, seeks to substitute bargaining, arbitration, and mediation for strikes to resolve labor disputes. Its provisions were originally enforced under the Board of Mediation, but they were later enforced under a National Mediation Board. Earlier laws In 1877, protests broke out in Martinsburg, West Virginia when the Baltimore and Ohio Railroad (B&O) cut worker pay for the third time in a year. West Virginia Governor Henry M. picture info	Risk-limiting Audit A risk-limiting audit (RLA) is a post-election tabulation auditing procedure which can limit the risk that the reported outcome in an election contest is incorrect. It generally involves (1) storing voter-verified paper ballots securely until they can be checked, and (2) manually examining a statistical sample of the paper ballots until enough evidence is gathered to meet the risk limit. Advantages of an RLA include: samples can be small and inexpensive if the margin of victory is large; there are options for the public to watch and verify each step; and errors found in any step lead to corrective actions, including larger samples, up to a 100% hand count if needed. Disadvantages include: the sample needs to be a large fraction of all ballots to minimize the chance of missing mistakes, if any contest is close; and it is hard to check computer totals publicly, except by releasing computer records to the public. 	Robert Land Academy Robert Land Academy (RLA) is Canada's only non-university level private military academy. Located in the township of West Lincoln on the north shores of the Welland River five kilometres west of the hamlet of Wellandport, the Academy began to accept students in 1978. The Academy is an all-boys institution. On average, a total of 160 students between Grade 5 (last year of elementary school) and Grade 12 (last year of high school) are enrolled at the Academy during any one school year. All students enrolled at the Academy live in military-style dormitories located on-campus throughout the school year.
