Royal Commission On Canada's Economic Prospects
The Royal Commission on Canada's Economic Prospects was initiated by the Louis St. Laurent government in order to develop recommendations regarding the Canadian economy. Chaired by Walter L. Gordon, its 1956 and 1957 reports were representative of a period of growing concern for Canadian nationalism and questioned the government's policy of allowing control of Canada's natural resources and other business enterprises to be sold to foreign interests. When Gordon became Minister of Finance a decade later, he commissioned Mel Watkins to conduct a further investigation into foreign ownership of the Canadian economy, resulting in the "Watkins Report". The Canada Development Corporation was created in 1971 as a result of both the Royal Commission's and the Watkins Report's recommendations. A commissioner (commonly abbreviated as Comm'r) is, in principle, a member of a commission or an individual who has been given a commission (official charge or authority to do something). In practice, the title of commissioner has evolved to include a variety of senior officials, often sitting on a specific commission. In particular, the commissioner frequently refers to senior police or government officials. A high commissioner is equivalent to an ambassador, originally between the United Kingdom and the Dominions and now between all Commonwealth states, whether Commonwealth realms, republics or countries having a monarch other than that of the realms. Andrew Stewart (January 18, 1904 – July 14, 1990) was a Canadian academic and economist. Early life Stewart was born in Scotland and educated at the East of Scotland College of Agriculture and University of Manitoba. Career Stewart served as president of the University of Alberta from 1950 to 1959. Stewart was previously a professor of political economy, director of the school of commerce, and dean of business affairs at the university. Raymond Gushue
Raymond Gushue, (June 20, 1900 – December 18, 1980) was a Canadian lawyer and academic administrator. He was the President and Vice-Chancellor of the Memorial University of Newfoundland from 1952 to 1966. Born in Whitbourne, Newfoundland, he received a law degree from Dalhousie University in 1925. The minister of finance (french: ministre des Finances) is the minister of the Crown in the Canadian Cabinet who is responsible for overseeing the Department of Finance and presenting the federal government's budget each year. It is one of the most important positions in the Cabinet. Mel Watkins
Melville Henry Watkins (May 15, 1932 – April 2, 2020) was a Canadian political economist and activist and professor emeritus of economics and political science at the University of Toronto. He was a founder and co-leader with James Laxer of the Waffle, a left-wing political formation within the New Democratic Party that advocated an "independent socialist Canada" and Canadian nationalism. The Canada Development Corporation was a Canadian corporation, based in Toronto, created and partly owned by the federal government and charged with developing and maintaining Canadian-controlled companies in the private sector through a mixture of public and private investment. It was technically not a crown corporation as it was intended to generate a profit and was created with the intention that, eventually, the government would own no more than 10% of its holdings; it did not require approvals of the Governor-in-Council for its activities and did not report to parliament. Economic nationalism, also called economic patriotism and economic populism, is an ideology that favors state interventionism over other market mechanisms, with policies such as domestic control of the economy, labor, and capital formation, including if this requires the imposition of tariffs and other restrictions on the movement of labor, goods and capital. The core belief of economic nationalism is that the economy should serve nationalist goals. Economic nationalists oppose globalization or at least question the benefits of unrestricted free trade. They favor protectionism and advocate for self-sufficiency. In Canada, royal commissions and commissions of inquiry are official Government inquiries into matters of national concern, either in order to look into an important general issue or to fully investigate a specific incident. They are appointed by the Governor in Council (Cabinet) according to the ''Inquiries Act'', and consist of a panel of distinguished individuals, experts, or judges.
