Richard R. Neely
Richard R. Neely is a United States Air Force officer and the 40th Adjutant general of Illinois. Career Neely was appointed the 40th Illinois Adjutant General by Governor J. B. Pritzker and assumed those duties on 15 February 2019. Neely's prior assignment was Air National Guard principal deputy director for operations and deputy director for cyber and space operations at Joint Base Andrews in Maryland. Neely began his career as an enlisted Soldier in the Army Reserves and later joined the Air National Guard as an Airman. He received his officer's commission in 1990. On 18 November 2020, Neely was nominated for federal recognition and United States Senate confirmation of his promotion to major general by Governor Pritzker on 1 October 2020. His promotion was confirmed by voice vote of the Senate on 14 December 2020. He retired in May 2024. Joint Base Andrews (JBA) is a United States military facility located in Prince George's County, Maryland. The facility is under the jurisdiction of the United States Air Force 316th Wing, Air Force District of Washington (AFDW). The base was established in 2009, when Andrews Air Force Base and Naval Air Facility Washington were merged. The base is named for Lieutenant General Frank Maxwell Andrews (1884–1943), former Commanding General of United States Armed Forces in the European Theater of Operations during World War II. In the United States Army, U.S. Marine Corps, U.S. Air Force and U.S. Space Force, major is a field-grade military officer rank above the rank of captain and below the rank of lieutenant colonel. It is equivalent to the naval rank of lieutenant commander in the other uniformed services. Air National Guard
The Air National Guard (ANG), also known as the Air Guard, is a federal military reserve force of the United States Air Force, as well as the air militia of each U.S. state, the District of Columbia, the Commonwealth of Puerto Rico, and the territories of Guam and the U.S. Virgin Islands. It, along with each state's, district's, commonwealth's or territory's Army National Guard component, makes up the National Guard of each state and the districts, commonwealths and territories as applicable. Second lieutenant is a junior commissioned officer military rank in many armed forces, comparable to NATO OF-1 rank. Australia The rank of second lieutenant existed in the military forces of the Australian colonies and Australian Army until 1986. In the colonial forces, which closely followed the practices of the British military, the rank of second lieutenant began to replace ranks such as ensign and cornet from 1871.
