R. C. Williams
Ralph Chester Williams (July 24, 1888 – December 29, 1984) was an Assistant Surgeon General with the U.S. Public Health Service, with rank of rear admiral. He also served as the national president of Tau Kappa Epsilon and Theta Kappa Psi fraternities. Early life and education Williams was born in Russell County, Alabama, on July 24, 1888, to parents Arthur R. Williams and Susan (Tatum) Williams. He graduated from Alabama Polytechnic Institute in Auburn in 1907 with a bachelor of science degree in chemistry and metallurgy. He earned his M.D. degree in 1910 from the Medical College of Alabama in Mobile. During his medical studies, he was initiated into Iota chapter of Kappa Psi Medical and Pharmaceutical Fraternity on November 7, 1907. Williams married Annie Worrill Perry on February 26, 1913. Russell County is a county in the southeastern part of the U.S. state of Alabama. As of the 2020 census, the population was 59,183. Its county seat is Phenix City. Its name is in honor of Colonel Gilbert C. Russell, who fought in the wars against the Creek Indians. Russell County is part of the Columbus, GA-AL Metropolitan Statistical Area. Of all counties in the United States, Russell County has the most amount of people working in a state other than their own, at over 54% of the population, most of whom work in Columbus, Georgia. The Bureau of Medical Services (BMS) was a unit of the United States Public Health Service (PHS) that existed in two incarnations. The first was one of three principal operating agencies of PHS from 1943 until 1966, while the second was a division of the PHS Health Services Administration from 1973 until 1982. Both incarnations of the bureau had the principal responsibility of operating the PHS hospital system that had been founded in 1789. Upon the formation of BMS in 1943, the system had already reached its peak of 30 hospitals, and this number decreased throughout BMS's existences as hospitals were closed.
