Public Access To Public Science (PAPS) Act
The Public Access to Public Science (PAPs) public access to research funded by specific Federal agencies under the jurisdiction of the House Science committee, including National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), the National Institute of Standards and Technology (NIST) and the National Weather Service (NWS). The Bill was introduced to the 113th Congress by Congressman Jim Sensenbrenner (R.-WI.) and Congresswoman Eddie Bernice Johnson (D-TX) and was referred to the Subcommittee on Research and Technology December 13, 2013. Jim Sensenbrenner
Frank James Sensenbrenner Jr. (; born June 14, 1943) is an American politician who represented in the United States House of Representatives from 1979 to 2021 (numbered as the 9th district until 2003). He is a member of the Republican Party. He is the former chairman of the House Science Committee and the former chairman of the House Judiciary Committee; when the Republicans lost control of the House, he finished his six-year term as chairman and was not chosen as the Judiciary Committee's ranking minority member (that honor went to Lamar S. Smith of Texas). He served as the ranking Republican on the House Select Committee for Energy Independence and Global Warming from 2007 to 2011 before Republicans abolished the committee after regaining control of the House. Eddie Bernice Johnson
Eddie Bernice Johnson (born December 3, 1935) is an American politician who represents Texas's in the United States House of Representatives. Johnson is a member of the Democratic Party. Elected in 1992, Johnson was the first registered nurse elected to Congress. At the swearing-in of the 116th United States Congress, she became dean of Texas's congressional delegation. Upon Representative Don Young's death in March 2022, Johnson became the oldest member of the House of Representatives. She will retire at the end of the 117th Congress. Johnson formerly served in the Texas House of Representatives, where she was elected in 1972 in a landslide, the first black woman to win electoral office from Dallas. The Association of Public and Land-grant Universities (APLU) is a research, policy, and advocacy organization of public research universities, land-grant institutions, state university systems, and higher education organizations. It has member campuses in all of the United States as well as the District of Columbia, four U.S. territories, Canada, and Mexico. Membership The association has more than 250 members including: all land-grant institutions; R1 and R2 public research universities; state university systems; and affiliated organizations. Founded in 1900, it consists of 63 universities in the United States (both public and private) and two universities in Canada. Fair Access To Science And Technology Research Act
The Fair Access to Science and Technology Research Act (FASTR) is a bill in the United States that would mandate earlier public release of taxpayer-funded research. The bill has been introduced in 2013, 2015, and 2017. Sen. Ron Wyden (D-Ore.) and Sen. John Cornyn (R-Texas) introduced the Senate version, while the bill was introduced to the House by Reps. Zoe Lofgren (D-Calif.), Mike Doyle (D-Penn.) and Kevin Yoder (R-Kans.). The bill is a successor to the Federal Research Public Access Act (FRPAA), which had been introduced in 2006, 2010, and 2012. Open access (OA) is a set of principles and a range of practices through which research outputs are distributed online, free of access charges or other barriers. With open access strictly defined (according to the 2001 definition), or libre open access, barriers to copying or reuse are also reduced or removed by applying an open license for copyright. The main focus of the open access movement is "peer reviewed research literature". Historically, this has centered mainly on print-based academic journals.
