Provincial Assembly Of Karnali
The Provincial Assembly of Karnali Province also known as the Karnali Pradesh Sabha, (Nepali: कर्णाली प्रदेश सभा) is a unicameral governing and law making body of Karnali Province, one of the seven provinces in Nepal The assembly is seated in the provincial capital at Birendranagar in Surkhet District at the Irrigation Division Office. The assembly has 40 members of whom 24 are elected through first-past-the-post voting and 16 are elected through proportional representation. The term of the assembly is 5 years unless dissolved earlier. The present First Provincial Assembly was constituted in 2017, after the 2017 provincial elections. The next election will take place when the five year term ends by November 2022. The second Karnali Provincial Assembly was elected by the 2022 provincial elections on 20 November 2022. 40 members were elected to the assembly, 24 of whom were elected through direct elections and 16 of whom were elected through the party list proportional representation system. Constitution of Nepal 2015 ( ne, नेपालको संविधान २०७२) is the present governing Constitution of Nepal. Nepal is governed according to the Constitution which came into effect on 20 September 2015, replacing the Interim Constitution of 2007. The constitution of Nepal is divided into 35 parts, 308 Articles and 9 Schedules. The Constitution was drafted by the Second Constituent Assembly following the failure of the First Constituent Assembly to produce a constitution in its mandated period after the devastating earthquake in April 2015. The constitution was endorsed by 90% of the total legislators. The Provincial Assembly ( ne, प्रदेश सभा; ''Pradesh Sabha'') is the unicameral legislative assembly for a federal province of Nepal. According to Article 176 of the Constitution of Nepal 2015, following the dissolution of the provincial assembly all the members forming the Provincial Assembly are elected. The term for the Provincial Assembly is five years, except when dissolved earlier. Candidates for each constituency are chosen by the political parties or stand as independents. Each constituency elects one member under the first past the post system of election. Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates.
