Prosper Higiro
Prosper Higiro (born 28 January 1961) is a Rwandan politician and member of the Liberal Party as its official chairperson. Since 10 October 2004, Prosper has been a Senator and Vice-President of the Senate representing the Kirehe District Kirehe is a district (''akarere'') in Eastern Province, Rwanda. The upper house of the Parliament of Rwanda ( rw, Inteko Ishinga Amategeko; french: Parlement) is the Senate (''Sena''/''Sénat''). The Senate has 26 members elected or appointed for eight-year terms: 12 elected by provincial councils, eight appointed by the President of the Republic to ensure the representation of historically marginalized communities, four by the National Consultative Forum of Political Organizations, and two elected by the staff of the universities (one public, one private). Kirehe
Kirehe is a district (''akarere'') in Eastern Province, Rwanda. Its capital is Kirehe town (which is usually known as Rusumo, being the major settlement of the former Rusumo district). Geography The district comprises areas in the far south-eastern corner of Rwanda, bordering Tanzania and Burundi. Its most noteworthy feature is Rusumo Falls, the waterfall on the Kagera River, which has been key to Rwandan history. Climate The district is characterized by savanna, acacia trees and few natural forests, these and the existence of the Kagera River contributes to a temperate climate in the region. Eastern Province, Rwanda
Eastern Province ( rw, Intara y'Iburasirazuba; french: Province de l'Est; nl, Oostelijke Provincie) is the largest, the most populous and the least densely populated of Rwanda's five provinces. It was created in early January 2006 as part of a government decentralization program that re-organized the country's local government structures. It has seven districts: Bugesera, Gatsibo, Kayonza, Ngoma, Kirehe, Nyagatare and Rwamagana. The capital city of the Eastern Province is Rwamagana. The Pan-African Parliament (PAP), also known as the African Parliament, is the legislative body of the African Union. It held its inaugural session in March 2004. The Parliament exercises oversight, and has advisory and consultative powers, having lasting for the first five years. Initially the seat of the Pan-African Parliament was in Addis Ababa, Ethiopia, but was later moved to Midrand, Johannesburg, South Africa. The goal in establishing the parliament was creating a space where people from all states of Africa could meet, deliberate, and pass some policy on issues that affect the entire continent of Africa.
