Project Candor or Operation Candor was a public relations campaign run by the administration of Dwight D. Eisenhower. The thought behind the campaign was to inform the U.S. public of the facts as to the armaments race and the government's official analysis of those facts.Report to the National Security Council by the NSC Planning Board Washington, May 8, 1953 The goal the government wanted to achieve from Project Candor was to have an "informed and careful public", which would also still support necessary actions of their government. The project set up a series of 6-minute nationwide Radio-TV talks that were to be held by administration officials. The talks' introduction and conclusion were to be held by the President. The planning of the campaign began in the spring of 1953. The State Department Panel of Consultants on Disarmament, sometimes referred to as the Oppenheimer Panel, was a group created by the United States Department of State that existed from April 1952 to January 1953, during the last year of the Truman administration. It was composed of prominent figures from science, law, education, and the government, and chaired by physicist J. Robert Oppenheimer. Its purpose was to make recommendations regarding U.S. disarmament policy in the context of the Cold War. The panel's initial recommendation represented a last attempt to forestall the advent of thermonuclear weapons by urging the U.S. government to not undertake a first test of the hydrogen bomb. Atoms For Peace
"Atoms for Peace" was the title of a speech delivered by U.S. President Dwight D. Eisenhower to the UN General Assembly in New York City on December 8, 1953. The United States then launched an "Atoms for Peace" program that supplied equipment and information to schools, hospitals, and research institutions within the U.S. and throughout the world. The first nuclear reactors in Israel and Pakistan in Islamabad were built under the program by American Machine and Foundry, a company more commonly known as a major manufacturer of bowling equipment. Philosophy The speech was part of a carefully orchestrated media campaign, called " Operation Candor", to enlighten the American public on the risks and hopes of a nuclear future. United States Atomic Energy Act Of 1954
The Atomic Energy Act of 1954, 42 U.S.C. §§ 2011-2021, 2022-2286i, 2296a-2297h-13, is a United States federal law that covers for the development, regulation, and disposal of nuclear materials and facilities in the United States. It was an amendment to the Atomic Energy Act of 1946 and substantially refined certain aspects of the law, including increased support for the possibility of a civilian nuclear industry. Notably it made it possible for the government to allow private companies to gain technical information (Restricted Data) about nuclear energy production and the production of fissile materials, allowing for greater exchange of information with foreign nations as part of President Dwight D. Eisenhower's Atoms for Peace program, and reversed certain provisions in the 1946 law which had made it impossible to patent processes for generating nuclear energy or fissile materials. Atomic Weapons Rewards Act Of 1955
Atomic Weapons Rewards Act of 1955 authorized financial transactions for information pertaining to the unlawful acquisition, importation, or manufacture of special nuclear material into the United States. The United States federal statute specifies financial reward payments of fifty thousand dollars be approved by the United States President with an inclusion not to exceed five hundred thousand dollars. The Act of Congress established an Awards Board embodying Federal Directorates from Secretary of the Treasury, Secretary of Defense, Attorney General, Central Intelligence, and Atomic Energy Commission. EURATOM Cooperation Act Of 1958
EURATOM Cooperation Act of 1958 is a United States statute which created a cooperative program between the European Atomic Energy Community and the United States. In pursuant of the Atomic Energy Act of 1954, the cooperative program was an international agreement provisioning United States policy to establish power plants utilizing nuclear power technology within the European Atomic Energy Community territory. In accordance with the Act, the cooperative agreement sanctioned a civilian nuclear energy research and development program for the evaluation and observation of nuclear reactors selected by the Atomic Energy Commission and the European Atomic Energy Community.
