Project 11780 Kherson was a 1980s-era Soviet LHD program derived from the design comparable to the US . The ship would have been about 25,000 tons displacement, with steam turbine power plants and carried about 12 helicopters, four Ondatra-class landing craft and two Tsaplya-class LCACs. It was cancelled with the fall of the Soviet Union in 1991. The Project 23900 ''Ivan Rogov'' is the newest class of Russian amphibious assault ships intended as a replacement for the French , two of which were ordered by Russia in 2011, but that France refused to deliver in September 2014 due to Russia's military intervention in Ukraine.
