In an assessment of Osborne's life, a ''New York Times'' book reviewer wrote: "His career as a penologist was short, but in the interval of the few years he served he succeeded in revolutionizing American prison reform, if not always in fact, then in awakening responsibility.... Private Prison
A private prison, or for-profit prison, is a place where people are imprisoned by a third party that is contracted by a government agency. Private prison companies typically enter into contractual agreements with governments that commit prisoners and then pay a per diem or monthly rate, either for each prisoner in the facility, or for each place available, whether occupied or not. Such contracts may be for the operation only of a facility, or for design, construction and operation. Global spread In 2013, countries that were currently using private prisons or in the process of implementing such plans included Brazil, Chile, Jamaica, Japan, Mexico, Peru, South Africa, South Korea and Thailand. However, at the time, the sector was still dominated by the United States, United Kingdom, Australia and New Zealand. Australia Australia opened its first private prison, Borallon Correctional Centre, in 1990. In 2018, 18.4% of prisoners in Australia were held in private prisons. Th ...

Prison Gang
A prison gang is an inmate organization that operates within a prison system. It has a corporate entity and exists into perpetuity. Its membership is restrictive, mutually exclusive, and often requires a lifetime commitment. Prison officials and others in law enforcement use the euphemism "security threat group" (or "STG"). The purpose of this name is to remove any recognition or publicity that the term "gang" would connote when referring to people who have an interest in undermining the system. Origins Convict code and informal governance of prisons Before the rise of large, formal prison gangs, political scientists and researchers found that inmates had already organized around an understood "code" or set of norms. For example, political scientist Gresham Sykes in ''The Society of Captives,'' a study based on the New Jersey State Prison, claims that "conformity to, or deviation from, the inmate code is the major basis for classifying and describing the social relations of pri ...

Open Prison
An open prison (open jail) is any jail in which the prisoners are trusted to complete sentences with minimal supervision and perimeter security and are often not locked up in their prison cells. Prisoners may be permitted to take up employment while serving their sentence. In the UK, open prisons are often part of a rehabilitation plan for prisoners moved from closed prisons. They may be designated "training prisons" and are only for prisoners considered a low risk to the public. The idea of an open prison is often criticised by members of the public and politicians, despite its success towards rehabilitation compared to older more draconian methods. Prisoners in open jails do not have complete freedom and are only allowed to leave the premises for specific purposes, such as going to an outside job. In Ireland, there has been controversy about the level of escape from open prisons, attributed to the use of the prison by the Irish Prison Service to transfer prisoners unsuitable ...

A parole board consists of people qualified to make judgements about the suitability of a prisoner for return to free society. Members may be judges, psychiatrists, or criminologists, although some jurisdictions do not have written qualifications for parole board members and allow community members to serve as them. A universal requirement is that board candidates be of good moral fiber. Most probation and parole officers are employed by the government of the jurisdiction in which they operate, although some are employed by private companies that provide contracted services to the government.
