The Primetime Emmy Award for Outstanding Short Form Animated Program is a Creative Arts Emmy Award which is given annually beginning in 2008 to an animated series or special of 15 minutes or shorter in length. In 2008 and 2009, the category was called "Outstanding Special Class Short-Format Animated Program", and was an "area" award which could have one, more than one, or no, winners; starting in 2010, the name was changed, and it was made a "category" award which (unless there is a tie) must have one winner. Note that a show whose episodes mainly consist of multiple stories, each 15 minutes or shorter, can either enter one story in this category, or a full episode in the Outstanding Animated Program category. Paul Harrison Tibbitt IV (born May 13, 1968) is an American animator, television producer, writer, storyboard artist, songwriter, voice actor, and director, best known for working on the animated series ''SpongeBob SquarePants''. After ''SpongeBob'' creator Stephen Hillenburg resigned in 2004, Tibbitt took the position of showrunner for the show. He also took over as the voice of Potty the Parrot, whom Hillenburg had voiced until his resignation. Stephen McDannell Hillenburg (August 21, 1961 – November 26, 2018) was an American animator, writer, producer, director, and marine science educator. He is known for creating the Nickelodeon animated television series ''SpongeBob SquarePants'', on which he served as the showrunner for the first three seasons of the show, and which has become the fifth-longest-running American animated series.
