Colombian Constitution Of 1991
The Political Constitution of Colombia of 1991 ( es, Constitución Política de Colombia de 1991), is the Constitution of the Republic of Colombia. It was promulgated in Constitutional Gazette number 114 on Thursday, July 4, 1991, and is also known as the Constitution of Human Rights. It replaced the Political Constitution of 1886 and was issued during the presidency of the liberal César Gaviria, with ideas from the also liberal Luis Carlos Galán. History In the late 1980s, Colombia was facing a period of unprecedented violence. Although political violence had been commonplace in the country's history since the 19th century, and Colombia had been embroiled in an armed conflict primarily against guerrilla groups since the 1960s, in the 1980s the list of actors involved in the armed conflict became increasingly complex and the violence took on new forms. Gran Colombia
Gran Colombia (, "Great Colombia"), or Greater Colombia, officially the Republic of Colombia (Spanish: ''República de Colombia''), was a state that encompassed much of northern South America and part of southern Central America from 1819 to 1831. It included present-day Colombia, mainland Ecuador (i.e. excluding the Galápagos Islands), Panama, and Venezuela, along with parts of northern Peru, northwestern Brazil, and Part of Guyana. The terms Gran Colombia and Greater Colombia are used historiographically to distinguish it from the current Republic of Colombia, which is also the official name of the former state. However, international recognition of the legitimacy of the Gran Colombian state ran afoul of European opposition to the independence of states in the Americas. Austria, France, and Russia only recognized independence in the Americas if the new states accepted monarchs from European dynasties. In addition, Colombia and the international powers disagreed over the exte ...

It met from February 15, 1819, established the new independent-from-Spain nation on December 17, was interrupted by further independentist activity, and reconvened on July 31, 1821, when the Congress of Cúcuta began its sessions. The Angostura assembly consisted of twenty-six delegates representing Venezuela and New Granada (today Colombia). Historical background Important parts of the countries were still under Spanish rule, so elections only took place in the areas of southern Venezuela and Margarita Island controlled by the patriot forces. The delegates from New Granada were chosen from among the exiles fighting alongside the Venezuelan patriots. At its first meeting on February 19, 1819, Bolivar gave h ...

President (government Title)
President is a common title for the head of state in most republics. The president of a nation is, generally speaking, the head of the government and the fundamental leader of the country or the ceremonial head of state. The functions exercised by a president vary according to the form of government. In parliamentary republics, they are usually, but not always, limited to those of the head of state and are thus largely ceremonial. In presidential, selected parliamentary (e.g. Botswana and South Africa), and semi-presidential republics, the role of the president is more prominent, encompassing also (in most cases) the functions of the head of government. In authoritarian regimes, a dictator or leader of a one-party state may also be called a president. The titles "Mr. President" and Madam President may apply to a person holding the title of president or presiding over certain other governmental bodies. "Mr. President" has subsequently been used by governments to refer to thei ...
