Presidential Rank Awards
The Presidential Rank Awards program is an individual award program granted by the United States government to career Senior Executive Service (SES) members and Senior Career Employees within the OPM-allocated Senior-Level (SL) or Scientific-Professional (ST) community. The awards have been given annually by the President of the United States since the establishment of the Senior Executive Service in 1978 except for a brief period of suspension from 2013 to 2014. The Presidential Rank Award honors high-performing senior career employees for "sustained extraordinary accomplishment." Executives from across government are nominated by their agency heads, evaluated by citizen panels, and designated by the president. Winners of these awards are deemed to be "strong leaders", professionals, or scientists who "achieve results" and "consistently demonstrate strength, integrity, industry, and a relentless commitment to excellence in public service". Senior Executive Service
The Senior Executive Service (SES) is a position classification in the civil service of the United States federal government equivalent to general officer or flag officer rank in the U.S. Armed Forces. It was created in 1979 when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter. Characteristics According to the Office of Personnel Management, the SES was designed to be a corps of executives selected for their leadership qualifications, serving in key positions just below the top presidential appointees as a link between them and the rest of the federal (civil service) workforce. The 2013 budget sequestration refers to the automatic spending cuts to United States federal government spending in particular categories of outlays that were initially set to begin on January 1, 2013, as a fiscal policy as a result of Budget Control Act of 2011 (BCA), and were postponed by two months by the American Taxpayer Relief Act of 2012 until March 1 when this law went into effect. The reductions in spending authority were approximately $85.4 billion (versus a reduction of $42 billion in actual cash outlays) during fiscal year 2013, with similar cuts for years 2014 until 2021.
