The president of the Reich (german: Reichspräsident) was the German head of state under the Weimar constitution, which was officially in force from 1919 to 1945. In English he was usually simply referred to as the president of Germany. The Weimar constitution created a semi-presidential system in which power was divided between president, cabinet and parliament. The ''Reichspräsident'' was directly elected under universal adult suffrage for a seven-year term. It was intended that the president would rule in conjunction with the Reichstag (legislature) and that his emergency powers would be exercised only in extraordinary circumstances, but the political instability of the Weimar period, and a paralysing factionalism in the legislature, meant that the president came to occupy a position of considerable power, capable of legislating by decree and appointing and dismissing governments at will. Walter Simons (24 September 1861 – 14 July 1937) was a German lawyer and politician. He was Foreign Minister of the Weimar Republic in 1920-21 and served as president of the ''Reichsgericht'' from 1922 to 1929. Early life Walter Simons was born on 24 September 1861 at Elberfeld (today Wuppertal) in the Prussian Rhine Province. His family were Huguenots who had come to the Rhineland after 1685. Walter's father was Ludwig Simons (1831-1905), a silk manufacturer. His mother was Helene Simons née Kyllmann (1842-1916). Hans Luther
Hans Luther () (10 March 1879 – 11 May 1962) was a German politician and Chancellor of Germany for 482 days in 1925 to 1926. As Minister of Finance he helped stabilize the Mark during the hyperinflation of 1923. From 1930 to 1933, Luther was head of the Reichsbank and from 1933 to 1937 he served as German Ambassador to the United States. Early life Hans Luther was born in Berlin on 10 March 1879 into a Lutheran family as the son of Otto (1848–1912), a well-off merchant, and Wilhelmine Luther (née Hübner). The 1919 German presidential election (''Reichspräsidentenwahl'') was the first election to the office of President of the Reich (''Reichspräsident''), Germany's head of state during the 1919-1933 Weimar Republic.
