It is a part of th .... It has a population of 4,302. The municipality consists of the villages of Poylu and Şəkərli, and second village called Poylu. The place where the village is has been part of the georgian kingdom of Kartli. Between the years 1919-1920 the municipality of Poylu was part of the Democratic republic of Georgia. Archaeology The ancient Poylu II Settlement was discovered during the construction of the Baku-Tbilisi-Ceyhan pipeline. Excavations revealed several occupational phases. 	Agstafa Rayon Aghstafa District ( az, Ağstafa rayonu) is one of the 66 districts of Azerbaijan. It is located in the north-west of the country and belongs to the Gazakh-Tovuz Economic Region. The district borders the districts of Qazakh, Tovuz, as well as the Kakheti and Kvemo Kartli regions of Georgia. Its capital and largest city is Aghstafa. As of 2020, the district had a population of 88,500. Overview Aghstafa District was created on 24 January 1939 as an independent administrative unit out of the larger Qazakh region of Azerbaijan. picture info	Leyla-Tepe Culture The Leyla-Tepe culture of the South Caucasus belongs to the Chalcolithic era. It got its name from the site in the Agdam district of modern day Azerbaijan. Its settlements were distributed on the southern slopes of Central Caucasus, from 4350 until 4000 B.C. Monuments of the Leyla-Tepe were first located in the 1980s by I. G. Narimanov, a Soviet archaeologist. In the 2000s, attention to the monuments was inspired by the risk of their damage due to the construction of the Baku–Tbilisi–Ceyhan pipeline and the South Caucasus pipeline. Characteristics and influences The Leyla-Tepe culture is also attested at Boyuk Kesik in the lower layers of this settlement. The inhabitants apparently buried their dead in ceramic vessels. Similar amphora burials in the South Caucasus are found in the Western Georgian Jar-Burial culture, that is mostly of a much later date.
