Poor Act 1697
The Poor Act 1697 (8 & 9 Will. III, c. 30), formally titled An Act for supplying some Defects in the Laws for the Relief of the Poor of this Kingdom, was a 1697 welfare statute, operating within the framework of the Act for the Relief of the Poor 1601, also called the Elizabeth I of England, Elizabethan Poor Act. This Act is perhaps best remembered for its expansion of the requirement that welfare recipients be marked to indicate their status, in this case by wearing a prominent badge. Badging the poor This Act required that all welfare recipients, including the wife and children of the head of a household receiving welfare, wear badges prominently on their right shoulders. These badges would contain the first letter of their parish name, followed by the letter "P". Thus, a recipient from Ampthill parish would wear a badge reading "AP". In economics, a cycle of poverty or poverty trap is caused by self-reinforcing mechanisms that cause poverty, once it exists, to persist unless there is outside intervention. It can persist across generations, and when applied to developing countries, is also known as a development trap. Families trapped in the cycle of poverty have few to no resources. There are many self-reinforcing disadvantages that make it virtually impossible for individuals to break the cycle. English Poor Laws
The English Poor Laws were a system of poor relief in England and Wales that developed out of the codification of late-medieval and Tudor-era laws in 1587–1598. The system continued until the modern welfare state emerged after the Second World War. English Poor Law legislation can be traced back as far as 1536, when legislation was passed to deal with the impotent poor, although there were much earlier Plantagenet laws dealing with the problems caused by vagrants and beggars. The history of the Poor Law in England and Wales is usually divided between two statutes: the Old Poor Law passed during the reign of Elizabeth I (1558–1603) and the New Poor Law, passed in 1834, which significantly modified the system of poor relief. Poor Law Amendment Act 1834
The ''Poor Law Amendment Act 1834'' (PLAA) known widely as the New Poor Law, was an Act of the Parliament of the United Kingdom passed by the Whig government of Earl Grey. It completely replaced earlier legislation based on the ''Poor Relief Act 1601'' and attempted to fundamentally change the poverty relief system in England and Wales (similar changes were made to the poor law for Scotland in 1845). It resulted from the 1832 Royal Commission into the Operation of the Poor Laws, which included Edwin Chadwick, John Bird Sumner and Nassau William Senior. Poverty in the United Kingdom refers to the portion of the population of the United Kingdom that are considered to be in poverty under some measures of poverty. Poor Relief Act 1662
The Poor Relief Act 1662 (14 Car 2 c 12) was an Act of the Cavalier Parliament of England. It was ''an Act for the Better Relief of the Poor of this Kingdom'' and is also known as the Settlement Act or the Settlement and Removal Act. The purpose of the Act was to establish the parish to which a person belonged (i.e. his/her place of "settlement"), and hence clarify which parish was responsible for him should he become in need of Poor Relief (or "chargeable" to the parish poor rates). This was the first occasion when a document proving domicile became statutory: these were called "settlement certificates". After 1662, if a man left his settled parish to move elsewhere, he had to take his settlement certificate, which guaranteed that his home parish would pay for his "removal" costs (from the host parish) back to his home if he needed poor relief. Joseph Townsend
Joseph Townsend (4 April 1739 – 9 November 1816) was a British medical doctor, geologist and vicar of Pewsey in Wiltshire, perhaps best known for his 1786 treatise ''A Dissertation on the Poor Laws'' in which he expounded a naturalistic theory of economics and opposed state provision, either outdoor or otherwise. Townsend has been credited with anticipating Thomas Malthus' argument against public welfare assistance in ''An Essay on the Principle of Population'' (1798).
