The classification system of inhabited localities in Russia and some other post-Soviet states has certain peculiarities compared with those in other countries. Classes During the Soviet time, each of the republics of the Soviet Union, including the Russian SFSR, had its own legislative documents dealing with classification of inhabited localities. After the dissolution of the Soviet Union, the task of developing and maintaining such classification in Russia was delegated to the federal subjects.Articles 71 and 72 of the Constitution of Russia do not name issues of the administrative and territorial structure among the tasks handled on the federal level or jointly with the governments of the federal subjects. Kulotino (russian: Куло́тино) is an urban locality (a work settlement) in Okulovsky District of Novgorod Oblast, Russia,Law #559-OZ located on the Peretna River a few kilometers northeast of the town of Okulovka. Nebolchi (russian: Неболчи) is an urban locality (a work settlement) in Lyubytinsky District of Novgorod Oblast, Russia. Municipally, it serves as the administrative center of Nebolchskoye Urban Settlement, one of the two urban settlements in the district. Population: History The area was first mentioned in 1564 as ''Yegoryevsky Pogost in Nebolchi''. In the 19th century, it belonged to Tikhvinsky Uyezd of Novgorod Governorate. In the beginning of the 20th century, there was no settlement, and the current area of Nebolchi was covered by woods.
