Plains is a census-designated place (CDP) in Plains Township, Luzerne County, Pennsylvania, United States. The population of the CDP was 4,335 at the 2010 census, out of 9,961 in the entire township. Geography Plains CDP is located in the western portion of Plains Township at . It is bordered by the city of Wilkes-Barre to the south and the Susquehanna River to the west. Edward Augustine "Big Ed" Walsh (May 14, 1881 – May 26, 1959) was an American pitcher and manager in Major League Baseball. From 1906 to 1912, he had several seasons where he was one of the best pitchers in baseball. Injuries shortened his career. Walsh holds the record for lowest career earned run average, 1.82.Coffey (2004), pp. 26–33. He is one of two modern (post-1901) pitchers to win 40 or more games in a single season, and the last pitcher to do so. He is the last pitcher from any team to throw more than 400 innings in a single season, a feat that he most recently accomplished in 1908. He was inducted into the Baseball Hall of Fame in 1946. Max Rosenn (February 4, 1910 – February 7, 2006) was a United States circuit judge of the United States Court of Appeals for the Third Circuit. Education and career Born to a Jewish family in Plains, Pennsylvania, Rosenn received a Bachelor of Arts degree from Cornell University in 1929 and a Bachelor of Laws from the University of Pennsylvania Law School in 1932. Upon completing law school, Rosenn entered private practice in Wilkes-Barre, Pennsylvania. Rosenn was an assistant district attorney in Wilkes-Barre from 1941 to 1944, and a First Lieutenant in the United States Army during World War II from 1944 to 1946 (in the JAG Corps in the Philippines).
