Phytosanitary Certificate
Phytosanitary certification is used to attest that consignments meet phytosanitary (regarding plants) import requirements and is undertaken by an NPPO (National Plant Protection Organisation). A phytosanitary certificate for export or for re-export can be issued only by a public officer who is technically qualified and duly authorised by an NPPO ( ISPM 12). A phytosanitary certificate for export is usually issued by the NPPO of the country where the plants, plant products or regulated articles were grown or processed (1). Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate. Phytosanitary certificates should only be issued for this purpose. USDA, APHIS, and PPQ US designated NPPO - Plant Protection and Quarantine (PPQ) maintains the export program for the United States exp ...

Consignment
Consignment involves selling one's personal goods (clothing, furniture, etc.) through a third-party vendor such as a consignment store or online thrift store. The owner of the goods pays the third-party a portion of the sale for facilitating the sale. Consignors maintain the rights to their property until the item is sold or abandoned. Many consignment shops and online consignment platforms have a set day limit before an item expires for sale. Within the time of contract, reductions of the price are common to promote the sale of the item, but vary on the type of item sold (usually depends on the price point, or if it is considered luxury.)(usually 60–90 days). Consignment stock is stock legally owned by one party, but held by another, meaning that the risk and rewards regarding to the said stock remains with the first party while the second party is responsible for distribution or retail operations. The verb "''consign''" means "to send" and therefore the noun "''consignment ...

Agreement On The Application Of Sanitary And Phytosanitary Measures
The Agreement on the Application of Sanitary and Phytosanitary Measures, also known as the SPS Agreement or just SPS, is an international treaty of the World Trade Organization (WTO). It was negotiated during the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), and entered into force with the establishment of the WTO at the beginning of 1995. Broadly, the sanitary and phytosanitary ("SPS") measures covered by the agreement are those aimed at the protection of human, animal or plant life or health from certain risks. Under the SPS agreement, the WTO sets constraints on member-states' policies relating to food safety (bacterial contaminants, pesticides, inspection and labelling) as well as animal and plant health (phytosanitation) with respect to imported pests and diseases. There are 3 standards organizations who set standards that WTO members should base their SPS methodologies on. As provided for in Article 3, they are the Codex Alimentarius Commission (Codex), ...

Import
An import is the receiving country in an export from the sending country. Importation and exportation are the defining financial transactions of international trade. In international trade, the importation and exportation of goods are limited by import quotas and mandates from the customs authority. The importing and exporting jurisdictions may impose a tariff (tax) on the goods. In addition, the importation and exportation of goods are subject to trade agreements between the importing and exporting jurisdictions. History Definition Imports consist of transactions in goods and services to a resident of a jurisdiction (such as a nation) from non-residents. The exact definition of imports in national accounts includes and excludes specific "borderline" cases. Importation is the action of buying or acquiring products or services from another country or another market other than own. Imports are important for the economy because they allow a country to supply nonexistent, scarc ...

Certification
Certification is the provision by an independent body of written assurance (a certificate) that the product, service or system in question meets specific requirements. It is the formal attestation or confirmation of certain characteristics of an object, person, or organization. This confirmation is often, but not always, provided by some form of external review, education, assessment, or audit. Accreditation is a specific organization's process of certification. According to the U.S. National Council on Measurement in Education, a certification test is a credentialing test used to determine whether individuals are knowledgeable enough in a given occupational area to be labeled "competent to practice" in that area. Types One of the most common types of certification in modern society is professional certification, where a person is certified as being able to competently complete a job or task, usually by the passing of an examination and/or the completion of a program of stu ...

Export
An export in international trade is a good produced in one country that is sold into another country or a service provided in one country for a national or resident of another country. The seller of such goods or the service provider is an ''exporter''; the foreign buyer is an '' importer''. Services that figure in international trade include financial, accounting and other professional services, tourism, education as well as intellectual property rights. Exportation of goods often requires the involvement of customs authorities. Firms Many manufacturing firms begin their global expansion as exporters and only later switch to another mode for serving a foreign market. Barriers There are four main types of export barriers: motivational, informational, operational/resource-based, and knowledge. Trade barriers are laws, regulations, policy, or practices that protect domestically made products from foreign competition. While restrictive business practices sometimes hav ...

Re-export
Re-exportation, also called entrepot trade, is a form of international trade in which a country exports goods which it previously imported without altering them. One such example could be when one member of a free trade agreement charges lower tariffs to external nations to win trade, and then re-exports the same product to another partner in the trade agreement, but tariff-free. Re-exportation can be used to avoid sanctions by other nations. Definition of re-export Re-exports consist of foreign goods exported in the same state as previously imported, from the free circulation area, premises for inward processing or industrial free zones, directly to the rest of the world and from premises for customs warehousing or commercial free zones, to the rest of the world. When dealing with trade data, it is essential to subtract re-exports from normal exports to arrive at the final value of exports. This is necessary because re-exports do not undergo any value-added processes, so c ...

Plant Protection And Quarantine
Plant Protection and Quarantine (PPQ) is one of six operational program units within the Animal and Plant Health Inspection Service (APHIS) of the United States Department of Agriculture (USDA). The PPQ works to safeguard agriculture and natural resources in the U.S. against the entry, establishment, and spread of animal and plant pests and noxious weeds, to help ensure an abundant, high-quality, and varied food supply. Plant pest program information PPQ collaborates with state departments of agriculture and other government agencies to eradicate, suppress, or contain plant pests. Such collaborations may include emergency or longer-term domestic programs to target a specific pest. Targeted pests include: * insects and mites: **Asian longhorned beetle (ALB), ''Anoplophora glabripennis'' **cactus moth, '' Cactoblastis cactorum'' **celery leaf miner, ''Liriomyza Trifolii'' **cotton pests: ***boll weevil, ''Anthonomus grandis'' ***pink bollworm, ''Pectinophora gossypiella'' **emerald ...

Commodities
In economics, a commodity is an economic good, usually a resource, that has full or substantial fungibility: that is, the market treats instances of the good as equivalent or nearly so with no regard to who produced them. The price of a commodity good is typically determined as a function of its market as a whole: well-established physical commodities have actively traded spot and derivative markets. The wide availability of commodities typically leads to smaller profit margins and diminishes the importance of factors (such as brand name) other than price. Most commodities are raw materials, basic resources, agricultural, or mining products, such as iron ore, sugar, or grains like rice and wheat. Commodities can also be mass-produced unspecialized products such as chemicals and computer memory. Popular commodities include crude oil, corn, and gold. Other definitions of commodity include something useful or valued and an alternative term for an economic good or service avail ...

Animal And Plant Health Inspection Service
The Animal and Plant Health Inspection Service (APHIS) is an agency of the United States Department of Agriculture (USDA) based in Riverdale, Maryland responsible for protecting animal health, animal welfare, and plant health. APHIS is the lead agency for collaboration with other agencies to protect U.S. agriculture from invasive pests and diseases. APHIS's PPQ is the National Plant Protection Organization for the U.S., and the agency's head of veterinary services/veterinary Deputy Administrator is the Chief Veterinary Officer of the United States. History APHIS was created in 1972 by Secretary's Memorandum No. 1769. The origins of the agency predate creation of USDA, to 1854 when the Office of Entomologist, Agricultural Section, U.S. Patent Office was created. It was the first of three agencies that eventually were merged to form APHIS. In 1881, a Cattle Commission was created in the Department of the Treasury that three years later was transferred to USDA. Plant quarantine ...

International Plant Protection Convention
The International Plant Protection Convention (IPPC) is a 1951 multilateral treaty overseen by the United Nations Food and Agriculture Organization that aims to secure coordinated, effective action to prevent and to control the introduction and spread of pests of plants and plant products. The Convention extends beyond the protection of cultivated plants to the protection of natural flora and plant products. It also takes into consideration both direct and indirect damage by pests, so it includes weeds. The Convention created a governing body consisting of each party, known as the Commission on Phytosanitary Measures, which oversees the implementation of the convention. As of August 2017, the convention has 183 parties, which includes 180 United Nations member states, the Cook Islands, Niue, and the European Union. The convention is recognized by the World Trade Organization's (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (the SPS Agreement) as the o ...

Phytosanitary Certificate Issuance And Tracking System
Animal and Plant Health Inspection Service (APHIS) and Plant Protection and Quarantine (PPQ) are responsible for safeguarding agriculture and natural resources from the risks associated with the entry, establishment, or spread of animal and plant pests and noxious weeds. The Phytosanitary Certificate Issuance and Tracking (PCIT) system tracks the inspection of agricultural products and certifies compliance with plant health standards of importing countries. This capability provides APHIS/PPQ better security, reporting functions, and monitoring capabilities for exported commodities. The PCIT also provides a link to the PExD. PExD is a repository of phytosanitary import requirements of U.S. origin commodities to foreign countries. PExD enhances Plant Protection and Quarantine’s (PPQ’s) ability to maintain the export program for United States exporters. PExD will support PPQ’s Phytosanitary Issues Management (PIM) Export Services (ES) with the task of entering export summaries ...
