Toa Payoh (, ta, தோ பாயோ) is a planning area and matured residential town located in the northern part of the Central Region of Singapore. Toa Payoh planning area borders Bishan and Serangoon to the north, the Central Water Catchment to the northwest, Kallang to the south, Geylang to the southeast, Novena to the west and Hougang to the east. Toa Payoh New Town is situated in the western portion of the Toa Payoh planning area. The latter occupies a much larger area, encompassing estates such as Potong Pasir and Bidadari. Etymology Toa Payoh, in Hokkien, translates as "big swamp" (with ''toa'' meaning "big" and ''payoh'' meaning "swamp"). The Malay word for swamp is ''paya''. Planning areas, also known as DGP areas or DGP zones, are the main urban planning and census divisions of Singapore delineated by the Urban Redevelopment Authority. There are a total of 55 of these areas, organised into Regions of Singapore, five regions. A Development Guide Plan is then drawn up for each planning area, providing for detailed planning guidelines for every individual plot of land throughout the country. The planning areas were first introduced in the early 1990s after the release of the 1991 Concept Plan. Since the implementation of these boundaries, other government ministries and departments have also increasingly adopted these boundaries for their administrative purposes. Community Development Council
The Community Development Council (CDC; ms, Majlis Pembangunan Masyarakat; zh, 社区发展理事会; ta, சமூக மேம்பாட்டு மன்றம்) is a government-led programme to organise grassroot organisations and community programs into smaller, local units as a bridge between the government and the community in Singapore. It encourages volunteerism from wider community, and organises community and social assistance programs with the help of a monetary grant from the government. Central Water Catchment
The Central Water Catchment, also known as the Central Catchment Area, is a designated planning area and one of the two main water catchments of Singapore. The country's main reservoirs – MacRitchie, Upper Seletar, Upper Peirce and Lower Peirce – are in the central catchment area. Sitoh Yih Pin ( zh, s=司徒宇斌, p=Sītú Yǔbīn; born 1963) is a Singaporean politician. A member of the governing People's Action Party (PAP), he has been the Member of Parliament (MP) representing Potong Pasir SMC since 2011. An accountant by profession, Sitoh entered politics in the 2001 general election as a PAP candidate contesting against opposition Chiam See Tong, who had been representing Potong Pasir SMC since 1984, and lost with 47.57% of the vote against Chiam's 52.43%. He lost to Chiam again in the 2006 general election, but managed to win against Lina Loh, Chiam's wife, in the 2011 general election with 50.36% of the vote against her 49.64%.
