Paul Frederick Howell (17 January 1951 – 20 September 2008) was a British politician who served as a Conservative Party (UK), Conservative Party Member of the European Parliament (MEP) for Norfolk (European Parliament constituency), Norfolk from 1979 to 1994. Biography Born in King's Lynn, the son of Ralph Howell, Sir Ralph Howell member of parliament, MP, he was educated at Gresham's School, Holt, Norfolk, Holt and St Edmund Hall, Oxford. After University of Oxford, Oxford, Howell devoted much of his early career to the Conservative Party (UK), Conservative Party, first in its Conservative Research Department, Research Department (1973–1975), and later as an Member of the European Parliament, MEP. Generally on the liberal wing of the Party, he was a member of the Tory Reform Group.
