Patient Record Access
Patient record access in the United Kingdom has developed most fully in respect of the GP record, because computerisation in that field is almost universal. British hospitals were slower to move into electronic records. From 1 April 2015 all GP practices in England have to provide online services to patients, including access to summary electronic medical records. Legislation The Access to Medical Reports Act 1988 gave patients the right to see any medical report relating to them "which is to be, or has been, supplied by a medical practitioner for employment purposes or insurance purposes". The Access to Health Records Act 1990 gave them the right to inspect their own records. The Data Protection Act 1998 and the Data Protection Act 2018 apply to medical records as to other records. An electronic health record (EHR) is the systematized collection of patient and population electronically stored health information in a digital format. These records can be shared across different health care settings. Records are shared through network-connected, enterprise-wide information systems or other information networks and exchanges. EHRs may include a range of data, including demographics, medical history, medication and allergies, immunization status, laboratory test results, radiology images, vital signs, personal statistics like age and weight, and billing information. Salford Royal NHS Foundation Trust
Salford Royal NHS Foundation Trust operated Salford Royal Hospital in Greater Manchester until 2017. Its chief executive is Dr Owen Williams. In December 2017 it was announced that the Trust was to form a new healthcare organisation by combining with Pennine Acute Hospitals NHS Trust. The new organisation, to be called the Northern Care Alliance NHS Group, would have 17,000 staff, and a combined operating budget of £1.3bn covering Oldham, Bury, Rochdale, Salford and North Manchester. Patient Online
Patient Online is an NHS England programme to encourage GPs deliver the British government’s promise to give patients in England access to their GP records and to let them book appointments and order prescriptions online. Patients have been able to book online appointments since at least 2009. Dr Amir Hannan pioneered record access for patients when he took over Harold Shipman's practice. Since March 2015 95% of practices have been in a position to offer these services but progress has been generally slow. EMIS Health reported in 2013 that more than 385,000 patients were using their online access software, an increase of 40% over the previous year. Jeremy Hunt gave practices a 2015 deadline to roll out online access, but the deadline passed without very much progress. Solid (Social Linked Data) is a web decentralization project led by Sir Tim Berners-Lee, the inventor of the World Wide Web, originally developed collaboratively at the Massachusetts Institute of Technology (MIT). The project "aims to radically change the way Web applications work today, resulting in true data ownership as well as improved privacy" by developing a platform for linked-data applications that are completely decentralized and fully under users' control rather than controlled by other entities. In 2005 the National Health Service (NHS) in the United Kingdom began deployment of electronic health record systems in NHS Trusts. The goal was to have all patients with a centralized electronic health record by 2010. Lorenzo patient record systems were adopted in a number of NHS trusts. While many hospitals acquired electronic patient records systems in this process, there was no national healthcare information exchange. Ultimately, the program was dismantled after a cost to the UK taxpayer was over $24 billion (£12 billion), and is considered one of the most expensive healthcare IT failures.
