Passos Manuel
Manuel da Silva Passos (5 January 1801 – 16 January 1862) was a Portuguese jurist and politician, one of the most notable personalities of 19th-century Portuguese Liberalism. He is more commonly referred to as Passos Manuel, due to the way he was addressed in Parliament, where members were announced by their surname — "Manuel" being apposed to his surname in order to distinguish him from his brother, José da Silva Passos (Passos José), who was also a member of Parliament. Following the September Revolution in 1836, Passos Manuel served briefly as Minister of the Kingdom, in which capacity he oversaw an intense legislative effort to modernise Portuguese education and culture, resulting in the creation of many institutions that now recognise him as their founder or reformer: the creation of public lyceums; the establishment of the Academy of Fine Arts in Lisbon and Porto; the creation of the parliamentary library; the reform of the Medico-Surgical Schools in Lisbon and Port ...

Excellency
Excellency is an honorific style given to certain high-level officers of a sovereign state, officials of an international organization, or members of an aristocracy. Once entitled to the title "Excellency", the holder usually retains the right to that courtesy throughout their lifetime, although in some cases the title is attached to a particular office, and is held only for the duration of that office. The Passos Manuel Library ( pt, Biblioteca Passos Manuel) is the library of the Assembly of the Republic, the Portuguese national legislature. It houses a specialised collection of over 180 thousand volumes, mostly about parliamentary matters, Law, Political Science, History, Economics, and Statistics. Rossio Massacre
The Rossio Massacre ( pt, ‘massacre do Rossio’) took place on the evening of 13 March 1838, when forces loyal to the Portuguese government of Prime Minister Sá da Bandeira put down a revolt by radical sections of the National Guard and their supporters, who were gathered in Rossio Square in central Lisbon. Around 100 people were killed, and an unknown number injured. Contemporary accounts agree on the events leading up to the massacre, but differ in their description of how it took place and who the victims were. The Belenzada (“Belém Affair”) was an attempted coup in November 1836 by Queen Maria II of Portugal and her husband Ferdinand II to remove the liberal government established by the September Revolution and reinstate the Constitutional Charter of 1826.
