Partmaximum
Partmaximum (russian: Партмаксимум) was a limit on the salary of a member of the Communist Party in the Soviet Union, a maximum wage. Partmaximum was introduced in 1920 by a decree of the All-Russian Central Executive Committee (ВЦИК) for all communists that held executive positions in Party, industry, government and Soviet trade unions. Their salary was not supposed to exceed that of a highly qualified industrial worker. If a communist had other incomes, e.g., honoraria or royalties, he had to transfer a specified percentage from the amount above the partmaximum into the Party funds. Nomenklatura
The ''nomenklatura'' ( rus, номенклату́ра, p=nəmʲɪnklɐˈturə, a=ru-номенклатура.ogg; from la, nomenclatura) were a category of people within the Soviet Union and other Eastern Bloc countries who held various key administrative positions in the bureaucracy, running all spheres of those countries' activity: government, industry, agriculture, education, etc., whose positions were granted only with approval by the communist party of each country or region. Virtually all members of the nomenklatura were members of a communist party. Critics of Stalin, such as Milovan Đilas, critically defined them as a "new class". Richard Pipes, a Harvard historian, claimed that the nomenklatura system mainly reflected a continuation of the old Tsarist regime, as many former Tsarist officials or " careerists" joined the Bolshevik government during and after the Russian Civil War of 1917–1922. Maximum Wage
A maximum wage, also often called a wage ceiling, is a legal limit on how much income an individual can earn. It is a prescribed limitation which can be used to effect change in an economic structure, but its effects are unrelated to those of minimum wage laws used currently by some states to enforce minimum earnings. Implementation No major economy has a direct earnings limit, though some economies do incorporate the policy of highly progressive tax structures in the form of scaled taxation. A vote to implement a maximum wage law in Switzerland failed with only a 34.7% vote for approval. __NOTOC__ An apparatchik (; russian: аппара́тчик ) was a full-time, professional functionary of the Communist Party of the Soviet Union or the Soviet government ''apparat'' ( аппарат, apparatus), someone who held any position of bureaucratic or political responsibility, with the exception of the higher ranks of management called nomenklatura. James Billington describes an apparatchik as "a man not of grand plans, but of a hundred carefully executed details." The term is often considered derogatory, with negative connotations in terms of the quality, competence, and attitude of a person thus described. Soviet Trade Unions
Trade unions in the Soviet Union, headed by the All-Union Central Council of Trade Unions (VTsSPS or ACCTU in English), had a complex relationship with industrial management, the Communist Party of the Soviet Union, and the Soviet government, given that the Soviet Union was ideologically supposed to be a state in which the members of the working class ruled the country and managed themselves. A politburo () or political bureau is the executive committee for communist parties. It is present in most former and existing communist states. Soviet phraseology, or Sovietisms, i.e., the neologisms and cliches in Russian language of the epoch of the Soviet Union, has a number of distinct traits that reflect the Soviet way of life and Soviet culture and politics.
