The Parliamentary Under-Secretary of State for Wales ( cy, Is-ysgrifennydd Gwladol Seneddol Cymru), often referred to simply as the Welsh Office Minister, is a junior ministerial post (of Parliamentary Under-Secretary of State rank) in the Government of the United Kingdom, supporting the Secretary of State for Wales. History A post of Minister of Welsh Affairs was created in 1951 under the Home Secretary and was upgraded to Minister of State level in 1954. On 17 October 1964 The post was further upgraded to Secretary of State for Wales, which was a cabinet level role, being assisted by a junior minister. Between 1964 and the establishment of devolution in 1999 there were regularly two junior ministers within the Welsh Office, often but not always consisting of a Minister of State and a Parliamentary Under-Secretary of State, with each assigned specific roles (health, education etc.). Nicholas Henry Bourne, Baron Bourne of Aberystwyth (born 1 January 1952) is a Conservative Party politician who served as Leader of the Welsh Conservative Party and Member of the Senedd for Mid and West Wales from August 1999 until May 2011. Gwilym Jones
Gwilym Haydn Jones (born 20 September 1947) is a British Conservative politician who served as Under Secretary of State in the Welsh Office. Early life Gwilym Jones was born in Chiswick, London, on 20 September 1947 and moved to Cardiff in 1960. He worked as an insurance broker. When he was 21 he was elected to Cardiff City Council, and is believed to be its youngest ever member. He became deputy leader and acting leader of the Conservative group on the council. Cllr Nicholas Jerome Bennett JP (born 7 May 1949) is a British politician and a former Mayor of the London Borough of Bromley. A member of the Conservative Party, he served as a Member of Parliament (MP) from 1987 to 1992 representing the constituency of Pembrokeshire, and was a Parliamentary Under-Secretary of State at the Welsh Office from 1990 to 1992. Ian Grist (5 December 1938 – 2 January 2002) was a British Conservative politician. Grist was Member of Parliament (MP) for Cardiff North from February 1974 to 1983, and for Cardiff Central from 1983 until 1992. He also served as a Minister in the Wales Office between June 1987 and November 1990. Early life Grist was born in Southampton. First he went to prep school in Broadstairs, Kent, after which he was sent to Repton School. Having won a scholarship he studied history at Jesus College, Oxford, from 1957 to 1960. Michael Hilary Arthur Roberts (6 May 1927 – 10 February 1983) was a British Conservative Party politician. Early life Roberts was born in Aberystwyth, and was educated at the Neath Grammar School for Boys and the University College of Wales, Cardiff. He was the first Headteacher of the Bishop of Llandaff Church in Wales High School when it opened in 1963, and was president of the Cardiff branch of the National Union of Teachers. Parliamentary career Roberts contested Aberdare in a 1954 by-election, placing third. He fought Cardiff South East in 1955 and 1959, being defeated both times by future Labour Prime Minister James Callaghan, on the second occasion by only 868 votes. Edward Rowlands, Baron Rowlands (born 23 January 1940) is a Welsh politician, who served as a Labour Party Member of Parliament for over thirty years, including a period as a junior minister in the 1960s and 1970s. Education He attended Rhondda Grammar School and Wirral Grammar School, and then King's College London, where he obtained a BA in History in 1962. Trevor Alec Jones (12 August 1924 – 20 March 1983) was a British Labour Party politician. Jones was born in Clydach Vale and educated at Rhondda Boys' Grammar School. After obtaining a teaching qualification at Bangor Normal College, he taught from 1947 until 1967, when the death of the local MP, Iorwerth Thomas, whose political agent Jones had been, created a vacancy which resulted in his own selection. Jones was Member of Parliament for Rhondda West from the 1967 Rhondda West by-election until the constituency was abolished in 1974, and for Rhondda from 1974 until he died in office shortly before the 1983 general election. Ieuan Wyn Pritchard Roberts, Baron Roberts of Conwy, PC (10 July 1930 – 13 December 2013) was a Welsh Conservative politician. His father was a Minister in a chapel in Llansadwrn, Anglesey, and they lived in the schoolhouse. He was Member of Parliament (MP) for the constituency of Conwy (formerly ''Conway'') from 1970 until his retirement in 1997. Wyn Roberts served as Parliamentary Private Secretary to the Secretary of State for Wales Peter Thomas from 1970 to 1974, and was Opposition spokesman on Wales between 1974 and 1979. On the 1979 Conservative election victory, he was appointed Parliamentary Under-Secretary of State at the Welsh Office. Sir John Stradling Thomas (10 June 1925 – 29 March 1991) was a Welsh Conservative Party politician. He was also a farmer, company director and broadcaster. Biography Thomas was educated at Rugby School and the University of London. He served as a councillor on Carmarthen Borough Council between 1961 and 1964. Thomas contested the parliamentary constituency of Aberavon in 1964 and Cardiganshire in 1966. He was Member of Parliament for Monmouth from 1970 until he died in office in 1991.
