Hili is a Community development block in India, community development block that forms an administrative division in Balurghat subdivision of Dakshin Dinajpur district in the Indian States and territories of India, state of West Bengal. History Dinajpur district was constituted in 1786. In 1947, the Radcliffe Line placed the Sadar and Thakurgaon subdivisions of Dinajpur district in East Pakistan. The Balurghat subdivision of Dinajpur district was reconstituted as West Dinajpur district in West Bengal. The new Raiganj subdivision was formed in 1948. An ''upazila'' ( bn, উপজেলা, upôzela, lit=sub-district pronounced: ), formerly called ''thana'', is an administrative region in Bangladesh, functioning as a sub-unit of a district. It can be seen as an analogous to a county or a borough of Western countries. Rural upazilas are further administratively divided into union council areas (union parishads). Ghoraghat ( bn, ঘোড়াঘাট) is an upazila of Dinajpur District in the Division of Rangpur, Bangladesh. History Ghoraghat was established in the time of Bakhtlar Khilji (see Blochmanu's Contr., J.A.S,1873, p. 215, Tabaqat-i-Nasiri, p. 156, Ain-i-Akbari, Vol. II, p. 135 and Vol. I, p. 370). After the historical conquest of Nabadwip from Lakshman Sen in 1203 and the conquest of principal city Gaur, Ikhtiyar al-Dīn Muḥammad Khalji left the town of Devkot in 1206 to attack Tibet, leaving Ali Mardan Khalji in Ghoraghat. The old Musalman military outpost of Deocote or Devkot near Gangarampur was in this Sarkar. As soon as the Muslims had made themselves masters of Gaur, they established two frontier posts, one at Dumdumma, on the bank of river Punarbhaba and another at Ghoraghat. Union council ( bn, ইউনিয়ন পরিষদ, translit=iūniyan pariṣad, translit-std=IAST), also known as union parishad, rural council, rural union and simply union, is the smallest rural administrative and local government unit in Bangladesh. Each union council is made up of nine wards. Usually one village is designated as a ward. There are 4,562 unions in Bangladesh. A union council consists of a chairman and twelve members including three members exclusively reserved for women. Union councils are formed under the ''Local Government (Union Parishads) Act, 2009''. 1991 Bangladesh Census
In 1991, the Bangladesh Bureau of Statistics, conducted a national census in Bangladesh. They recorded data from all of the districts and upazilas and main cities in Bangladesh including statistical data on population size, households, sex and age distribution, marital status, economically active population, literacy and educational attainment, religion, number of children etc. According to the census, Hindus were 10.5 per cent of the population, down from 12.1 per cent as of 1981.
