Practice-based Commissioning
Practice-Based Commissioning (PBC) was a United Kingdom Department of Health initiative introduced in 2005 to improve primary care services by enabling healthcare professionals to decide how services are funded to meet the needs of the local population. PBC was designed to give healthcare staff, usually general medical practitioners (GPs), the resources and support to become directly involved in decisions on commissioning health services. Policymakers wanted PBC to lead to high-quality services for patients in local and convenient settings. The incentive for GP involvement was that their practices could retain a proportion of any savings they made to invest in their own practices. In this respect, it was seen as a new Labour policy successor to the early 1990s Conservative policy of GP fundholding. Lord Warner, former Labour Minister of State for Health, described the benefits of PBC as: "If there is an alternative that is better for the patient and better for the NHS, then pract ...

Performance-based Contracting
Performance based contracting (PBC), also known as performance-based logistics (PBL) or performance-based acquisition, is a product and services purchasing strategy used to achieve measurable supplier performance. A PBC approach focuses on developing strategic performance metrics and directly relating contracting payment to performance against these metrics. Common metrics include availability, reliability, maintainability, supportability and total cost of ownership. The primary means of accomplishing this are through incentivized, long-term contracts with specific and measurable levels of operational performance defined by the customer and agreed on by contracting parties. The incentivized performance measures aim to motivate the supplier to implement enhanced practices that offer improved performance and cost effective. This stands in contrast to the conventional transaction-based, or waterfall approach, where payment is related to completion of milestones and project deliverable ...

Parrot Virtual Machine
Parrot was a register-based process virtual machine designed to run dynamic languages efficiently. It is possible to compile Parrot assembly language and Parrot intermediate representation (PIR, an intermediate language) to Parrot bytecode and execute it. Parrot is free and open source software. Parrot was started by the Perl community and is developed with help from the open source and free software communities. As a result, it is focused on license compatibility with Perl ( Artistic License 2.0), platform compatibility across a broad array of systems, processor architecture compatibility across most modern processors, speed of execution, small size (around 700k depending on platform), and the flexibility to handle the varying demands made by Raku and other modern dynamic languages. Version 1.0, with a stable application programming interface (API) for development, was released on March 17, 2009. The last version is release 8.1.0 "Andean Parakeet". Parrot was officially dis ...

Primary Biliary Cholangitis
Primary biliary cholangitis (PBC), previously known as primary biliary cirrhosis, is an autoimmune disease of the liver. It results from a slow, progressive destruction of the small bile ducts of the liver, causing bile and other toxins to build up in the liver, a condition called cholestasis. Further slow damage to the liver tissue can lead to scarring, fibrosis, and eventually cirrhosis. Common symptoms are tiredness, itching, and in more advanced cases, jaundice. In early cases, the only changes may be those seen in blood tests. PBC is a relatively rare disease, affecting up to one in 3,000–4,000 people. It is much more common in women, with a sex ratio of at least 9:1 female to male. The condition has been recognised since at least 1851, and was named "primary biliary cirrhosis" in 1949. Because cirrhosis is a feature only of advanced disease, a change of its name to "primary biliary cholangitis" was proposed by patient advocacy groups in 2014. Signs and symptoms Pe ...

Periodic Boundary Conditions
Periodic boundary conditions (PBCs) are a set of boundary conditions which are often chosen for approximating a large (infinite) system by using a small part called a ''unit cell''. PBCs are often used in computer simulations and mathematical models. The topology of two-dimensional PBC is equal to that of a ''world map'' of some video games; the geometry of the unit cell satisfies perfect two-dimensional tiling, and when an object passes through one side of the unit cell, it re-appears on the opposite side with the same velocity. In topological terms, the space made by two-dimensional PBCs can be thought of as being mapped onto a torus (compactification). The large systems approximated by PBCs consist of an infinite number of unit cells. In computer simulations, one of these is the original simulation box, and others are copies called ''images''. During the simulation, only the properties of the original simulation box need to be recorded and propagated. The ''minimum-image conventi ...
