The Prime Minister of the Lao People's Democratic Republic, formerly the chairman of the Council of Government of the Lao People's Democratic Republic, is the head of government of Laos. The highest position in the government, they direct the country's executive branch. The prime minister is accountable to the president, the National Assembly and the country's only legal party: the Lao People's Revolutionary Party (LPRP). The current prime minister is Phankham Viphavanh, who was elected in 2021. The Kingdom of Luang Phrabang was the first Laotian state to establish the office of prime minister. The National Emblem of the Lao People's Democratic Republic shows the national shrine Pha That Luang. A dam is pictured, which is a symbol of power generation at the reservoir Nam Ngum. An asphalt street is also pictured, as well as a stylized watered field. In the lower part is a section of a gear wheel. The Kingdom of Laos was a landlocked country in Southeast Asia at the heart of the Indochinese Peninsula. It was bordered by Burma and China to the northwest, North Vietnam to the east, Cambodia to the southeast, and Thailand to the west and southwest. The country was governed as a constitutional monarchy that ruled Laos beginning with its independence on 9 November 1953. It survived until December 1975, when its last king, Sisavang Vatthana, surrendered the throne to the Pathet Lao during the civil war in Laos, who abolished the monarchy in favour of a Marxist–Leninist state called the Lao People's Democratic Republic, which has controlled Laos ever since. General Secretary of the Central Committee of the Lao People's Revolutionary Party is the office of the highest-ranking member of the Lao People's Revolutionary Party (LPRP) and also typically the supreme leader of Laos. Since the party's takeover in 1975, its leader has been the ''de facto'' leader of Laos. The General Secretary is also the Chairman of the Defense and Public Security Commission, the commander-in-chief of the Lao People's Armed Forces. The Constitution of the Kingdom of Laos was the supreme law of the state. A written constitution, the text which took effect on 11 May 1947 had been formulated and enacted by the Constituent Assembly of the Kingdom of Laos, an elected popular body. The text of the Constitution was one of the legally binding sources of constitutional law in the Kingdom. The Constitution defined Laos as "a unitary, indivisible and democratic kingdom". It defined the Lao language the language of the state and made Buddhism the state religion. The Constitution was composed of seven sections and 44 articles. It specified the role of the King of Laos, the Council of Ministers (the government) and the role of the National Assembly. The Constitution was amended twice; first on 29 September 1956 and again on 30 July 1961. Kingdom Of Luang Phrabang
The Kingdom of Luang Prabang was formed in 1707 as a result of the split of the Lan Xang, Kingdom of Lan Xang. When the kingdom split, Muang Phuan became a tributary state of Luang Prabang. Over the years the monarchy weakened even more, and was forced to become a vassal various times to the Konbaung dynasty, Burmese and the Rattanakosin Kingdom (1782–1932), Siamese monarchies. A French Third Republic, French consulate was established in the capital of Luang Prabang in 1885. The kingdom was at this time a Siamese vassal, who feared French plans of annexing of Luang Prabang.
