The National Council of Provinces (NCOP) is the upper house of the Parliament of South Africa under the (post-apartheid) constitution which came into full effect in 1997. It replaced the former Senate, but is very similar to that body, and to many other upper houses of legislatures throughout the world, in that its purpose is to represent the governments of the provinces, rather than directly representing the people. Composition The NCOP consists of ninety delegates, ten delegates for each of the nine provinces regardless of the population of the province. Each province is equally represented in the NCOP. 2019 South African General Election
General elections were held in South Africa on 8 May 2019 to elect a new President, National Assembly and provincial legislatures in each province. These were the sixth elections held since the end of apartheid in 1994 and determined who would become the next President of South Africa. The National Assembly is the directly elected house of the Parliament of South Africa, located in Cape Town, Western Cape. It consists of four hundred members who are elected every five years using a party-list proportional representation system where half of the members are elected proportionally from nine provincial lists and the remaining half from national lists so as to restore proportionality. The National Assembly is presided over by a Speaker, assisted by a Deputy Speaker. Noxolo Kiviet is a South African politician, the former Premier of the Eastern Cape from 2009 to 2014 and former speaker of the Eastern Cape Provincial Legislature (2004–2009; 2014–2019). She is a member of the African National Congress. In June 2012 Kiviet was rated as the worst performing provincial premier by the South African Public Service Commission. Nosimo Zisiwe Beauty Balindlela (born 28 November 1949 in Hermanus, Cape Province) is a South African politician who served as the Premier of the Eastern Cape from 26 April 2004 until 1 August 2008. She changed parties in 2008 when she became a member of the Congress of the People, and again in 2012 to join the Democratic Alliance. In 2018 she defected back to the ANC.
