The Premier of Dominica was responsible for chairing Cabinet meetings in Dominica following the passage of the West Indies Associated States Act. Under this act, the Cabinet had responsibility for domestic affairs, while foreign affairs were determined out of London. The only two people to have held the post were Edward Oliver LeBlanc and Patrick John. Dominica ( or ; Kalinago: ; french: Dominique; Dominican Creole French: ), officially the Commonwealth of Dominica, is an island country in the Caribbean. The capital, Roseau, is located on the western side of the island. It is geographically situated as part of the Windward Islands chain in the Lesser Antilles archipelago in the Caribbean Sea. West Indies Associated States
West Indies Associated States was the collective name for a number of islands in the Eastern Caribbean whose status changed from being British colonies to states in free association with the United Kingdom in 1967. These states were Antigua, Dominica, Grenada, Saint Christopher-Nevis-Anguilla, Saint Lucia, and Saint Vincent. Associated statehood between these six territories and the UK was brought about by the West Indies Act 1967. Under the Act each state had full control over its constitution (and thus internal self-government), while the UK retained responsibility for external affairs and defence. The British monarch remained head of state, but the Governor now had only constitutional powers, and was often a local citizen. Edward Oliver LeBlanc
Edward Oliver Le Blanc (October 3, 1923 – October 29, 2004) was a Dominican politician. He served as the chief minister of Dominica from January 1961 to March 1, 1967 and as the first premier of Dominica. Life and career Le Blanc was born in Vieille Case. He joined the Dominica Labour Party in 1957. He joined the government of the Federation of the West Indies in Trinidad in 1958, but returned to Dominica later to become the leader of his party. He won a seat in the House of Assembly in 1961. Le Blanc served as chief minister of Dominica from January 1961 to March 1, 1967. In March 1967, when the British granted Dominica more self-government, Le Blanc became premier. Patrick John
Patrick Roland John (7 January 1938 – 6 July 2021) was the first Prime Minister of Dominica as well as its last Premier. He led Dominica to independence from the United Kingdom. He was leader of the Waterfront and Allied Workers' Union and mayor of Roseau before being elected to the legislature in 1970. He became Premier in 1974 following the resignation of Edward Oliver LeBlanc. After mass protest forced him to resign, John unsuccessfully attempted in 1981 to overthrow the government of Prime Minister Eugenia Charles with the backing of white supremacist groups (in what became dubbed "Operation Red Dog"). As a result, he was jailed for twelve years, of which he served five years. On 6 July 2021, John died at the Dominica China Friendship Hospital in Roseau, Dominica, at the age of 83.
