Practice-based Commissioning
Practice-Based Commissioning (PBC) was a United Kingdom Department of Health initiative introduced in 2005 to improve primary care services by enabling healthcare professionals to decide how services are funded to meet the needs of the local population. PBC was designed to give healthcare staff, usually general medical practitioners (GPs), the resources and support to become directly involved in decisions on commissioning health services. Policymakers wanted PBC to lead to high-quality services for patients in local and convenient settings. The incentive for GP involvement was that their practices could retain a proportion of any savings they made to invest in their own practices. In this respect, it was seen as a new Labour policy successor to the early 1990s Conservative policy of GP fundholding. The Department of Health and Social Care (DHSC) is a department of His Majesty's Government responsible for government policy on health and adult social care matters in England, along with a few elements of the same matters which are not otherwise devolved to the Scottish Government, Welsh Government or Northern Ireland Executive. Primary care is the day-to-day healthcare given by a health care provider. Typically this provider acts as the first contact and principal point of continuing care for patients within a healthcare system, and coordinates other specialist care that the patient may need. Patients commonly receive primary care from professionals such as a primary care physician ( general practitioner or family physician), a physician assistant, or a nurse practitioner. In some localities, such a professional may be a registered nurse, a pharmacist, a clinical officer (as in parts of Africa), or an Ayurvedic or other traditional medicine professional (as in parts of Asia). Norman Warner, Baron Warner
Norman Reginald Warner, Baron Warner, (born 8 September 1940) is a British member of the House of Lords. A career civil servant from 1960, he was created a life peer in 1998. He was Parliamentary Under-Secretary in the Department of Health from 2003 to 2007, and a Minister of State at the Department of Health from 2005 to 2007. He has also been an adviser to a number of consulting companies. On 19 October 2015, Lord Warner resigned the Labour whip and became a Non-affiliated member of the House of Lords. Early life and education Warner was born on 8 September 1940. He was educated at Dulwich College, an all-boys public school in Dulwich, London. Primary Care Trust
Primary care trusts (PCTs) were part of the National Health Service in England from 2001 to 2013. PCTs were largely administrative bodies, responsible for commissioning primary, community and secondary health services from providers. Until 31 May 2011, they also provided community health services directly. Collectively PCTs were responsible for spending around 80 per cent of the total NHS budget. Primary care trusts were abolished on 31 March 2013 as part of the Health and Social Care Act 2012, with their work taken over by clinical commissioning groups.
